The first step would be for India to not be part of such wasteful activities.

We Indians currently need schools, colleges, teachers (thousands of our universities do not have teachers - and students end up spending 5 years doing a 3 year bachelor program as exams are not conducted), jobs, decent roads, decent trains, electricity (no - we do not have 24 hours electricity in most of India, contrary to some propaganda floated through twitter) and security.

Missiles are wasteful expenditure (just look at the middle east and USA). What I have mentioned above is what China has spent its resources and time on for the past thirty years, hence it is where it is today, and the life of the average person in China is far better than an equally intelligent and hard working person in India. Attempting feats such as "beating in manufacturing missiles" will just make our problems worse.
