Because investment in such projects are seen as pro-rich and anti-poor.
Currently a big majority of Indians cannot afford to travel by 3 AC, let alone bullet trains. So most of the trains have only a few AC coaches with large number of sleeper coaches. Indian Railways neither have money nor the technology to make high speed trains. Thus any such project would require a huge capital investment for transfer of technology. This makes it unpopular amongst those who cannot afford bullet trains.

China, on the other hand, has an authoritative government. If the government decides to do something, it just does it. . So Chinese govt. can invest heavily in infrastructure and it has done so in the last two decades. China has made a network of bullet trains which is longer than rest of the world combined. The tickets are also affordable to the common people of China so the ridership is going high every year and has already surpassed 1 Billion mark.
India has started a high speed rail project between Mumbai and Ahmedabad which has brought enormous criticisms from oppositions. This is expected to be completed by 2022. 80% funding of the project will be given by Japan (JICA) which has helped Indian govt to make the decision finally. This is a first in the long pending project Diamond Quadrilateral which has the objective to connect the 4 metro cities of India with high speed and semi high speed trains. Delhi-Amritsar corridor is expected to be the next to get high speed rail network.
而中国的政策推行起来容易,可以大规模修建基础设施。

Answered Mar 7Quick Decision making : India is a democracy, hence the decision to implement any project is influenced by many factors, Whereas China has a S-ule, they can decide quicker than we assume.

Very minimal Judicial Activism : Think of Land acquisition in India, the Civil cases drag for years, whereas in China this is not the case.

Subsidy : In normal trains, the passenger fares are subsidized by the goods(in India), which is the least possible thing to do in Bullet trains, so the bullet train tickets would look like overpriced tickets and will become the transport of elites.
Finance : (a) China has lot of domestic funds to fund their project, which India lacks(hence India rely on Foreign investors like Japan). (b) India has a very less amount of people paying the proper tax, which is the major cause for this finance issue.补贴问题,乘坐普通火车,票价得到补贴了的,而买高铁票,不可能有补贴。
这么一来,高铁票价就太贵了
还有就是资金问题,中国财力雄厚,修得起高铁,而印度资金不足。
印度老实纳税的人不多,造成印度财政拮据。

Simple reasons is we are democracy whenever we do anything there are multiple debates, huge decision making process hundreds of ill-advised cases against projects like this,bureaucracy and down right Lazy ass officials who care less (even youth of this country think ‘ek bar govt job milgai baat hi khatam, sirf baitho aur khao’) and after all the hurdles are passed when we get to building it the govt changes and they scrap the entire project for political game.

Second is we Indians hate any change take for example : Launch of first rajdhani 1969 everybody hated it , why do we need it ‘jo hai wahi accha hai’. Even then Chairman Railway Board didnt like the Idea. but you can see what difference it has made. In short China doesn't care if this project makes money or what its cost to public like we have to do.

Every time the govt comes out with change we criticise oppose it. Where as China has a d-rial leader who wants to be a super power and forces it's people to aim for the achievement of becoming a super power. That's the reason they have more bullet trains and the one our government is initiating is already being apposed by the same people who want development
每次政府要做出改变,我们就出来批评,就出来反对
而中国决心成为超级大国,并为此付出不懈努力。

China has the infrastructure, technology and the experience to build, manage and maintain Bullet trains. They made a conscious decision more than a decade ago.
India has none of the above and nor was it a priority with conventional tracks and trains in place.
India is now moving in that direction
中国有修高铁的技术,有修高铁的经验,也有运营高铁的经验。
10年前,中国做出了修高铁的明智决定
而以上方面都是印度所不具备的。
不过,印度正在朝这一方面前进。
