I'mfrom Russia (excuse me for my English) and I want to add that while ourgovernment engaged foreign policy and builds himself the protagonist of thesandbox (foreign policy, no doubt, important. As for roads... I don't even know where to start... the Russians like tosay that Russiahas only two problems - fools and roads (very old saying). As a person who’s spent 17 years in Ufa, Russia and 7 more in Moscow, I can attest to the truth behind these (somewhat exaggerated) claims.
- Hospital pictures are still true for some remote provinces, but thankfully you won’t see that in 1M+ cities now. Healthcare in general is not bad nowadays, but ER could be severely lacking depending on where you live. Then again I’m rather young and healthy, so I wouldn’t know the depth of it
- Roads in Samara Region… oh yes! During a road trip in 2011 from Ufa to Sevastopol, my parents and I saw the worst tarmac in Samara and Saratov regions. Belgorod Region and Bashkortostan were probably the best
- Traffic in Moscow… an even bigger YES! Every bit of it. And it smells even worse than it looks
- A lot of retired people do live a very hard life, and dumpster diving is not at all uncommon even in Moscow. Personally I feel that this is a very convoluted problem that goes beyond small pensions
- Things like drug abuse and depression are also sadly very true. And don’t even get me started on my pet peeve, corruption. I’ll just say that it’s there.
OP seems biased, but I believe that’s because of a heart bleeding for her country – not propaganda reasons. “Of course I’m biased – I’m Russian!”

作为一个在乌法生活了17年，在莫斯科生活了7年的人，我可以为这个答案后面的真像证明（有些夸张了）。
----医院的图片在一些欠发达省份是真的，但是你没有看到那些人口100W+城市的图片。普遍来说医疗现在已经不差了，但是对于你居住的地区，确实缺乏了一些。我还年轻也健康，也许我不知道里面水有多深。
----萨马拉的道路。。是真的！2011年我从乌法旅行到塞瓦斯托波尔，我与我的父母见识了萨马拉和萨拉托夫地区最糟糕的的路面，别尔哥罗德和巴什科尔托斯坦的道路可能是最好的。
----莫斯科的交通。。。草泥马是真的！没一点都没错，可能闻起来比看起来还糟糕。
----许多退休的人过着很艰难的生活，拾荒者即便在莫斯科也 不少见。个人认为，退休金太低是一个很复杂的问题。
----诸如毒品、颓败也是真的，令人悲伤。更别说我最讨厌的问题--腐败，我只能说，就在那里。

Sorry, but have to said what you mentioned is not ture. News concerning Russia in China are mostly related to political issues. When it comes to economy, there are       usually not so positive. I rarely saw news in China give Russia credits for its infrastructure let alone saying Russian people’s well-being has been greatly improved under       Putin.

I won’t complain any more about transportation infracstructure[which, by the way is bad, but not as bad as described in this,article about Russia] and our health [it is free for those who qualifies but with a lot to be improved]. I live in Puerto Rico. My fellow readers, polititians just care about its ranking and for military powers as Russia and other superpowers, ordinary people [ironically, which put them in power; when democracy allow it] are not their priority. As you did, tell others to use all social and internet tools to let others know what is happenning.

Very true, but I think the problem go both way. On one hand many infrastructure like roads and bridges build during soviet times were obsolete and needs immediate maintenance, and the country have intense corruption, that’s why the hospitals are so pathetic. On the other hand, there are infrastructures build by soviet bureaucrats not on the basis of economic principle, they were excessive and were more about appearance than usefulness, for this kind its going to be very hard for the current local government to maintain, and may be obsolete or even dismantling is the best way to go.
And then there is Moscow… ~ the best solution I can think of is to move the capital out of Moscow…

非常真实，但是我认为问题有两个方面。一方面，许多基建比如道路桥梁是在苏联时期完成的，老化严重，需要立刻保养。而国家高度腐败，这就是医院如此颓败的原因。另一方面，有些基建是在苏联官僚主义之下建立的，根本不是遵循经济的原则，他们超支严重，而且更多的是用来显摆而非实用，对于这种玩意，当地政府很难保养，或许最好的办法是废弃他们或者干脆拆了。
对于莫斯科。。。~我想最好的办法只有迁都了。
