NEW DELHI: In the first such visit after last year’s Doklam face-off, a high-level Chinese military delegation is now in India as a confidence-building measure between the two armies while they prepare to resume their annual bilateral “Hand-in-Hand” combat exercise as well as establish a hotline between their top commanders later this year.

新德里：洞朗对峙后，中国高级军方代表团首次访问印度，在印度两军之间建立信任，同时准备恢复一年一度的双边“手拉手”军演，并在今年晚些时候为两国高级指挥官之间搭建热线。

The 10-member People’s Liberation Army (PLA), led by the deputy chief of its Western Theatre Command Lt-General Liu Xiaowu, held discussions with Army vice-chief Lt General Devraj Anbu in New Delhi before leaving on Tuesday for the 33 Corps headquarters at Sukna (West Bengal) and Eastern Army Command (EAC) at Kolkata. Incidentally, the PLA delegation has come to India after visiting Pakistan and interacting with top military leaders there.

“The July 2-6 visit by the PLA delegation to India is in consonance with the vision expressed by PM Narendra Modi and Chinese President Xi Jinping during the informal Wuhan summit in April, where both leaders reaffirmed the need to strengthen bilateral ties,” said an officer.

India and China are now working to fully operationalise the Border Defence Cooperation Agreement, inked in October 2013, which prohibited either side from “tailing” each other’s patrols in areas where there is “no common understanding” over the unresolved LAC. Similarly, the two countries are looking to set up the long-pending hotline between the directorates of their central military headquarters, akin to the DGMO-level one between New Delhi and Islamabad.

Till the time China recognises McMahon line as the defacto border, stopping it's claim on large parts of Arunachal Pradesh as theirs, accepting whole of Kashmir as Indian territory and raps & controls it's rogue ally Pakistan for harbouring terrorists working against India to make them end it, there can be no confidence building measures. If a country just for its business interests allies with rogues then there are no ethics. China will have to work and prove that they have a good intent with actions as explained above without which it is bound to fail in this endeavour. India has no trust on a country which sees India as a competitor and uses a proxy ally against India by financing are arming them. China wants to hit India with every negativity be it string of pearls strategy or anything else expecting India to work with them is not done. China very well knows these points and till it sincerely works towards ironing out these differences nothing will work.
