BEIJING: Days after the release of the Chinese movie ‘Dying to Survive’, based on the real-life story of a leukaemia patient who smuggled cheap anti-cancer drugs from India for people who could not afford expensive western drugs, the two countries have reached an agreement on reduction of tariffs on the import of Indian medicines, particularly cancer drugs, to China.

北京讯：在根据一名白血病患者从印度走私廉价抗癌药物给买不起昂贵的西药的真实故事改编的中国电影《我不是药神》上映几天后，两国就降低印度药品，特别是抗癌药品向中国进口的关税达成了协议。

“We believe expansion of imports and slashing of tariffs on anti-cancer medicines will usher in great opportunities for India and other countries in the region,” said Chinese foreign ministry spokesperson Hua Chunying on Monday. Last May, China lifted tariffs on the import of cancer drugs. But the move did not excite the Indian industry because they need licenses and tendering support from government hospitals to sell the drugs in China. This kind of support was not forthcoming until now. It is not clear if the foreign ministry is referring to the decision last May or this is a new development.

It is possible that Beijing will encourage Indian companies to establish manufacturing of anti-cancer drugs, particularly those that are off patents, in China instead of depending on imports. China has allowed some Indian companies to establish production facilities from medicines to covering other diseases but no licence has been given to them for anti-cancer drug manufacturing.

北京方面有可能鼓励印度企业在中国建立抗癌药物的生产，尤其是那些非专利药品，而不是依赖进口。

About 4.3 million people are diagnosed with cancer annually in China, according to a report of the state-run China Central Television. While announcing the agreement, Hua also referred to the film. ‘Dying to Survive’ is based on Lu Yong, a leukaemia patient, was himself inspired by the Oscar-winning film ‘Dallas Buyers Club’.

Between 2006 and 2013, Lu helped hundreds of chronic myeloid leukemia patients buy a generic drug produced in India for around 200 yuan ($30) per month, which claims to be as effective as the foreign drug but costs more than 20,000 yuan (over $3,100) each month.

However, it is not yet clear from Monday’s announcement whether China has agreed to grant licence to Indian companies to sell cancer drugs in the Chinese market, which could be a major step. Indian companies cannot legally market their drugs in China as it requires a licence from the country’s food and drug administration.

BEIJING: India and China have reached an agreement on reduction of tariffs on the import of Indian medicines, particularly cancer drugs, to China, the Foreign Ministry said here on Monday, days after a Chinese movie on a leukaemia patient highlighted the need for paving the way for import of cheap Indian medicines.

北京讯：中国外交部周一称，印度和中国已就降低进口印度药品，特别是抗癌症类药品的关税达成协议。
几天前，中国一部关于白血病患者的电影强调了为进口廉价印度药品铺平道路的必要性。

However, it is not yet clear whether China has agreed to grant licences to Indian companies to sell cancer drug in the huge market here, which could be a major step.

About 4.3 million people are diagnosed with cancer annually in China, according to a report of the state-run China Central Television. Indian drugs, specially cancer curing medicines, are in big demand in China as they are far cheaper than their western counterparts.

"We have seen China and India have reached agreement on the reduction of tariffs on medicines. For specifics, I will refer you to relevant competent authorities," Chinese Foreign Ministry spokesperson Hua Chunying told a media briefing here today. "We believe expansion of imports and slashing of tariffs on anti-cancer medicines will also usher in great opportunities for India and other countries in the region," she added without providing any further detail.

“ 中国和印度已就降低药品关税达成协议 ，”中国外交部发言人华春莹今天在此间举行的新闻发布会上表示，她补充说：“ 我们相信扩大进口和削减抗癌药物的关税也将为印度和该地区其他国家带来巨大的机遇。”

Earlier in May, China had lifted tariffs on the import of cancer drugs. It was not clear whether Hua was referring to that announcement. The May announcement had, however, failed to enthuse Indian companies as they cannot legally market their drugs in China as it requires license from the country's food and drug administration.

India has been demanding opening of China's IT and pharmaceutical sectors as part of measures to reduce over $51 billion trade deficit in over $84 billion bilateral trade.

While announcing the agreement, Hua referred to a new Chinese film on the plight of a leukaemia patient, highlighting the pressing need for China to pave the way for import of cheap Indian cancer drugs.

"There is a popular movie now in China called'Dying to Survive'. That movie is about zero tariffs imposition on anti-cancer medicines in China," she said.

About the general reduction of tariffs, Hua said, "We have decided to expand our imports as well as opening up. This is what China needs in order to uphold the free trade and against protectionism. This is also in keeping up with our own pace of development and opening up."

So according to my understanding the slashing of tariffs by the Indian side is also part of this negotiation...We will also impose a negotiated agreed tariff rate on relevant items in accordance with our regulations," she said.

Both the sides have stepped up negotiation to import Indian rice, sugar and pharmaceuticals after a meeting between Prime Minister Narendra Modi and Chinese President Xi Jinping during the April 28 Wuhan informal summit.

If you have $51 billion trade deficit with China, it is a WARNING sign that China is swamping your market with its cheap goods, and that overdependence on Chinese goods is DANGEROUS for India, in case relations between your two nations deteriorate at some point (if China tries to grab Sikkim or Arunachal by force or deceit).
