No, not possible. This is not a cynical answer but after seeing Shanghai and living in Mumbai and Kolkata, I know this is just not possible.

Mumbai wanted to become a Shanghai and Kolkata wanted to become a London.

But have one look at Pudong in Shanghai and the Bandra Kurla complex, you will know what I am talking of. People dare not litter and break rules. Just stand at any traffic light at any Indian city and see how people break rules so easily.

上海人不会随地扔垃圾，不会破坏规则，遵守纪律。

你要是随便去一座印度城市，在红绿灯旁边站着看，一堆人闯红灯，无视交通规则。

上海很多公共场所简直不可思议。

下水道不会露在外面，看不到垃圾。上海的公交系统棒极了，相当发达。
