FUKUOKA — A Chinese woman in her 30s has been deported from Japan for illegally working as a tour guide for foreign tourists in a southwestern Japan city and getting paid for taking them to duty-free shops, investigative sources said Thursday.

福冈——一位三十几岁的中国女人被从日本驱逐出去,原因是在日本西南部城市非法充当外国游客的导游,还通过带他们去免税商店收取佣金,据周四发布的研究调查显示。

The woman, who was in Japan on a dependent visa, is believed to have earned about 30 million yen ($263,000) from duty-free shops in Fukuoka for taking tourists to the shops between May and November last year.

该女子是靠依亲签证来到日本的,相信其在去年的五月至九月之间,仅凭带游客去购物,就已经从福冈的那些免税店中,挣取了大约3000万日元(26.3万美元)。

She was also ordered to pay fines for violating immigration laws by working as a tour guide without a work permit or proper license, they said.

他们说,她还因在未持有工作许可证,或适当许可证的情况下充当导游,违反了移民法,所以被勒令要为此支付罚款。

Meanwhile, the police sent papers to prosecutors on a Chinese student in his 20s regarding similar violations, the sources said. He earned at least 46 million yen from duty-free shops in the city between September 2014 and September last year.

与此同时,据消息人士称,警察曾为类似违规行为,一纸将一位20多岁的中国学生告上了法庭。他在2014年9月和去年9月之间的这段时间内,在该城市的免税店中至少赚取了4600万日元。

The police also sent papers to prosecutors on six executives of three tourist agencies and three duty-free shops in Fukuoka for violating the law by hiring such tour guides and paying them.

警方也曾将三个旅游机构中的6个高管,和福冈地区的三个免税店告上过法庭,原因是他们违反了法律,而违反方式就是雇佣了这样的导游,还给他们佣金。

The number of illegal tour guides seems to be increasing on the back of the growing number of foreign tourists to Japan.

随着来日本的外国游客数量的增多,非法导游的数量似乎也在不断增加。

A Japan Tourism Agency official said that it is receiving numbers of complaints these days from tourists, especially Chinese, saying their tour guide was not properly licensed and tried to get them to buy expensive goods.

I understand your point, but a somewhat different situation. I am not saying they should be doing it and it really is a side business for many of them, but there is a difference between than that than actually working, interacting with customers and receiving money for it.

我明白你的意思,但这的情况有些许不同。我不是说他们应该这样做,而且那对于他们很多人而言真的只是一项副业,但是这和真正从事这项工作,与顾客沟通并为此收钱相比,真的还是有区别的。

It seems like a harmless crime but the numbers indicate otherwise...

Of course, they haven't paid for a "proper license". And while it's valid to argue some legal points, I find it interesting what an ambitious individual can accomplish in Japan without being under the thumb of local authorities.

it's ridiculous that you need to have a license to be a tour guide in japan. my friend, who is a famous japanese tour guide, is accompanying a group next week from israel. they already have an israeli tour guide, but they hired him because their tour guide couldn't legally do it in japan. wtf.

Unless you speak Chinese, how many other countries' people at this time come to Japan for a non-stop shopping spree especially at duty free shops? Chinese RMB is getting weak so you may have days, weeks or a few months to go get that money.

除非你会说中文,这时候还有多少其他国家的人,会来日本进行无休止的购物狂潮呢,还是在免税店?中国的人民币正在贬值,所以你可能需要好些天、好几周或者是好几个月的时间才能赚到那么多钱。

Between May and November, 30 mil?? I'm again shocked by the amount of money some people/businesses seem to earn in such short times (I still have that 12mil in one weekend combini in my mind).

These unlicensed tour guides are a big problem. People that studied and passed the test/s to become qualified tour guides have no work because these "volunteer" tour guides are stealing their work. The police or whatever it is agency should start cracking their whip give the work back to the people that put in the effort.

这些无证导游是个大问题。那些通过了考试获得了导游资格的人,现在没有工作可做,原因就是那些“自愿”担任导游的人偷走了他们的工作。警察局或什么其他的部门应该要严加执法,将这些工作还给那些为之努力过的人。

I feel the shops should have some form of reprimand for their part in this. But I guess if you can blame a foreigner for it than why blame your own right?

我觉得那些商店也应为此事受到某些谴责。但是我猜如果在这件事情上,有个外国人来承担责任,那为什么还要责怪自家的呢,对吧?
