Don't worry found the article. You missed out a number of key parts such as using a frequency adjusted chirped pulse. The laser pulse is actually shortened not narrowed. Also some of what the scientist says is wrong or overly dumbed down so as to be come wrong (I assume the latter).

Well your assuming that US is behind and of course that may be true or it may not, but I think it is unlikely. Strategically it is in the interests of the emerging Chinese super power to put such tech in the public domain, this is partly how they amass the power to a global level with which to challenge the US but this is not the case for the USA who as the worlds only superpower currently, do better to keep their adversaries guessing at what technology they may or may not have.
