WASHINGTON —Japanese Prime Minister Shinzo Abe has expressed concern about the possible adoption by the administration of U.S. President Barack Obama of a “no first use” policy for the U.S. nuclear arsenal, according to a column carried in the Monday edition of the Washington Post.

IMO - Nothing weird about this posture on the allies part at all - the world & the US in particular have allowed unstable powers such as North Korea to become nuclear capable and so the rest of the members of the club need to maintain a first strike capable doctrine as a suitable deterrent to those who daily give the bird to the UN and everything they stand for...

CH3CHO, MAD applies to nuclear armed countries with reliable delivery systems, in which case its elaboration is not required - but for countries such as North Korea (and Iran, etc.), such a statement could be quite useful in ratcheting down tensions. Abe's opposition to this is unforgivable, not just as it betrays Japan's anti-nuclear heritage but because it is foolishly counter-productive.

Good. The Hibakusha need to get on this, and Abe needs to be banned from cynically exploiting their memorials for political benefit if he's going to immediately turn around and undermine everything they're calling for.

Peter, the next US President is almost certainly Clinton. If Obama does make this mostly symbolic but very historical gesture, doubt she would reverse it.

After reading the article, it seems that the rationale for opposing a "no first use" nuclear policy is that it would, theoretically, increase the likelihood of a conventional attack by Russia or China.
Perhaps the name of the change in policy should be something like, "no first use, except in response to a conventional military attack, if absolutely needed. Especially, no first use to start a war."
读了文章后,我的感觉是日本之所以反对“不首先使用”核政策是因为这在理论上可能会增加日本遭中国或俄罗斯常规攻击的可能性。

North Korea has already stated publicly that it has a no-first -use policy but here is Abe trying to overturn the cart with his maniacal militaristic pretensions!
Clearly, he desires conflict.....
