TOKYO —The European Union has called on Japan to abolish the death penalty, saying “it is a key priority of our external human rights policy” to work towards its universal elimination to protect human dignity.

“As friends, we have an obligation to speak up. Application of the death penalty in Japan, in the 21st century, is running against the global trend,” said Francesco Fini, EU Delegation minister to Japan. “We hope that Japan will finally join the big and growing family of countries without the death penalty.”

“作为朋友,我们有义务发声。死刑在日本,在21世纪,是有违全球趋势的,”欧盟驻日本代表团团长Francesco Fini如是说。“我们希望日本加入这个不断壮大的废除死刑国家的大家庭。”

He made the comments in a speech at a Tokyo symposium on capital punishment sponsored by the Japan Federation of Bar Associations.

他在日本律师协会在东京主办的死刑讨论会上发表了这番演讲。

The federation is seeking the abolition of the death penalty by 2020, when the U.N. Congress on Crime Prevention and Criminal Justice will be held in Japan.

People mistakenly associate the death penalty as a deterrent and a way to reduce serious crimes. Nothing could be further from the truth. Do you honestly think people who commit murder think they will get caught, or even have the time to consider such a thing? And you're okay that many innocent people will die as a result of miscarriages of justice (of which Japan has a very high rate given their 99% conviction rate).

人们误以为死刑是一种威慑可以降低重大犯罪。真是大错特错。你以为那些犯下谋杀的人觉得自己会被抓吗,或者说他们有时间去考虑这种事情吗?而很多无辜的人们将会因为错判而死去,这你就没意见了?(考虑到日本99%的定罪率,日本误判的比例是非常高的)

I am personally against death penalty as a/innocents are killed (1 innocent life is one too many), b/it's not a deterrent, c/it's the easy way out and imo not 'harsh enough' for ppl who have committed abject crimes. Having said that I respect Japan's and US decision, they have their moral/ethical reasons and I have mine.

EU, you have your own problems to sort out. Many ultra-right parties are rising up and gaining popularity in Europe of late that want to split from the EU. The EU is a self-serving organization that likes to tell others what to do, but doesn't like it when other tell them what to do? Just look at how EU heads like Junker and Tusk respond with threats and aggression when the UK voted to leave. The EU should be the last to ask an non-EU member what they should or shouldn't do.

欧盟你有你自己的问题需要解决。近来欧洲有好多极右翼政党崛起并获得更多支持,他们想从欧盟分裂出去。自私的欧盟想对他人指手划脚,却不许他人对自己指手划脚?当英国投票脱欧时,欧盟头子容克和图斯克各种威胁和侵犯。欧盟最没有权利对他人指手划脚了。

Death penalty is not a deterrent. (Perhaps if they brought back being broken on the wheel or hung, drawn and quartered...) Therefore the best argument for it is saving taxpayer money. (Of course, as it can take over a decade to go from initial sentencing to execution, it often works out more expensive.) The biggest argument against it would be that our legal systems are far from infallible and wrongful convictions are an ever-present possibility. (Of course, this does not apply in cases where the perpetrator is caught red handed.)
Anyway, before EU states pressure Japan to stop hanging people, they should hold each referenda on the death penalty to confirm that they still indeed have the moral high ground.

死刑无法产生威慑力。(如果恢复四马分尸的刑罚的话,那另说)因此支持死刑的最好理由是可以省下很多税金。(当然,从最初的审判到执行死刑整个过程也可能需要十几年时间,所以成本反而更贵。)而反对死刑的最好理由是我们的司法系统不可能是永远正确的,误判是始终存在的。(当然,如果罪犯被当场抓获,那就不可能存在误判。)
总之,在欧盟国家施压日本废除死刑之前,各个欧盟国家都应该先就死刑举行公投,从而表明自己依然占有道德制高点。

While I strongly disagree with the death penalty, the EU has no business commenting on this. The EU continuously tries to expand it's scope, they should worry about their own issues, which is basically an endless list.

虽然我强烈反对死刑,但是欧盟无权对他人指手划脚。欧盟始终想扩大自己的影响力,他们应该管好自己的事情,可能永远都处理不完。

Japan is a sovereign nation, where death penalty is well supported by the public. And Japan has established one of the most safe and stable society and do not want to become like EU. Leave them alone, my goodness.

Who'd listen to the EU most member are bankrupt, high unemployment especially among the young, terrorism, high migrant crime and these EU fools have the arrogance to tell Japan what to do.

It's good that the EU is raising this with the Japanese government. It's incredibly unhealthy and degrading for society as a whole to accept the death penalty as it prioritises revenge and emotional retribution over justice and factual evidence. The world is rapidly descending into the latter, so the EU should be praised for sticking to its moral values

欧盟向日本政府提起这个是好的。一个接受死刑的社会是不健康和可耻的,因为这提倡报复而不是正义和事实证据。整个世界都正在往这个趋势陷下去,所以欧盟坚持自己的道德价值观是好的,应该得到表扬。
