Minneapolis policechief Janee Harteau has resigned at the request of the city’s mayor, who saidshe and the community had lost confidence in her following the fatal policeshooting of an unarmed Australian woman.

The death ofSydney native Justine Damond, 40, from a single gunshot wound to the abdomenfired through the open window of a police patrol car, has outraged her familymembers and the Australian public. Australian Prime Minister Malcolm Turnbullhas called it “shocking” and “inexplicable”.

Mayor Betsy Hodgessaid in a written statement that she and Harteau agreed on Friday that Harteauwould step aside.

“I’ve lostconfidence in the Chief’s ability to lead us further – and from the manyconversations I’ve had with people around our city, especially this week, it isclear that she has lost the confidence of the people of Minneapolis as well,”Ms Hodges said in the statement.

Ms Damond, who wasliving in Minneapolis and engaged to be married, had called police about apossible sexual assault in her neighborhood just before midnight last Saturday. She was shot as she approached the driver’s side of Mohamed Noor’s and MatthewHarrity’s patrol car.

Ms Harteau’sresignation came a day after she told reporters during her first newsconference following Ms Damond’s death that the shooting violated departmenttraining and procedures and that the victim “didn’t have to die.”

“Last Saturday’stragedy, as well as some other recent incidents, have caused me to engage indeep reflection,” she said in a statement. “Despite the MPD’s manyaccomplishments under my leadership over these years and my love for the city, Ihave to put the communities we serve first.”

According to theMinnesota Bureau of Criminal Apprehension, Mr Harrity told investigators thatMs Damond approached the squad car immediately after he was startled by a loudnoise and that his colleague Mr Noor, who was in the passenger seat, fired hisweapon through the open driver’s-side window, striking Ms Damond.

Mr Noor hasrefused to be interviewed by the agency, which is conducting the investigation.

The policedepartment said on Friday that bureau investigators had interviewed a personwho was bicycling in the area immediately before the shooting and watched asthe officers provided medical assistance to Ms Damond. No further details wereprovided.

Ms Hodges saidAssistant Chief Medaria Arradondo would become police chief, and thedepartment’s website on Friday evening had been updated to reflect it.

Ms Harteau, a30-year veteran of the department, was the first woman to lead it and is alsoopenly gay. She was criticised for the department’s handling of the fatal 2015shooting of 24-year-old black man Jamar Clark, who was unarmed.

The shooting ofClark touched off protests in Minneapolis at a time of fierce national debateover the use of excessive force by police, especially against black people.

Hundreds of peoplealso took to the streets of Minneapolis to protest Damond’s shooting.

He's sat in hiscar, he sees the woman approaching, he perceives her as a threat, stays in thecar [making himself a sitting duck], draws his weapon in the car [not always aneasy thing to do] and then shoots her through the window, past his colleague.

Why not get outand issue a challenge using the car as cover?

How did thecolleague miss the threat as he was nearer?

No wonder he's notanswering questions.

The police in theUS have shot and killed over 2500 people in the last couple of years many ofthem unarmed some even children. In any American city calling the police isalways a very dangerous idea as they tend to shoot on sight no questions asked. Why is this you may well ask, they are scared witless hapless cowards that theyare.

No mention of theoutstanding complaint of physical abuse against him that prevailed BEFORE heslaughtered this poor women?

I wonder why theIndependent (nor any other mainstream British media) hasn't reported this:

"Rapes arerampant in Sweden, following years of Muslim immigration. An alarminglyhigh percentage of the victims are children."

"Rapes inSweden have been soaring since the country started to take in largenumbers of Muslim migrants and refugees.  According to statistics, 92  percent of all severe rapes(violent  rapes) are committed by migrants and  refugees. 100 percentof all attack  rapes (where victim and attacker had no  previouscontact) are committed  by that same group.

Most rapists haveIraqi background, followed  by refugees and migrants from Afghanistan,Somalia, Eritrea, Syria, Gambia, Iran, Palestine, Chile and Kosovo.

Migrants andrefugees from Afghanistan  are 79 times more likely tocommit rape than Swedes.

The same patternis seen all over Western Europe, and in many places, it has an impact ondemographics in public spaces. Just likein  Islamic countries, manycountries with a high number of Muslim immigrants have  fewer women thanmen on the streets.

A Swedish surveyshows that over the past year 34 percent of Swedish women, outof fear of abuse, have chosen to take  an  alternative route or choseanother means of transportation. 12 percent  say they  have stayedhome from something they otherwise planned becausethey were  afraid. And23 percent find that their quality of life is  affected by increased insecurity, up from 13 percent the year before.

48 percent of German women say that they are  afraid of walking incertain  areas in their own neighborhood. 44 percent  of them believethat their personal  security is threatened by immigration  from“Islamic countries”.

Borwin Bandelow,Professor of Psychiatry at Göttingen University, claims that the women’sfears are “well-founded”.

New data from Sweden’s national bureau for  statistics, BRÅ, showsthat  3,430 rapes were reported during the first  six months of 2017,up 14 percent  compared to the previous half-year. In  all, 9,680sexual crimes were committed  from January to June. According  to aBRÅ report from 2013,only 23 percent of sexual crimes in Sweden are reported, which means that the  real number of sexual crimescommitted  over the past six months in Sweden  amounts to around42,000 incidents. With a female population of approximately 5  million, awoman’s risk of  becoming a victim of sexual crime during a lifetime in Sweden is  significantly high.

BRÅ’s report alsoshows, that not only women, but also children, should be aware of theincreased danger of rape and other  sexual  crimes.

According to BRÅ,43 percent of rape victims (in Sweden) are  children".(10 News)

How can thepoliceman responsible "refuse" to be interviewed by investigators?

Alicia Lopez
He can probably beinterviewed but is wisely exercising his right to remain silent, so theinterview wouldn't get very far. It used to be like that in the UK but the govtdidn't like the idea of people remaining silent after being cautioned, so Iunderstand they changed things so that "inferences" could be drawn bya jury from silence. This is designed to make you blab. Still, the very bestpolicy is to keep your mouth shut, especially if guilty, lol.

mwilde
Because he's oneof the 'special people' (mvslim).

To me this readslike a tragic mistake. But US police because of the prance of gun ownershipare constantly in a state of fear and high alert. Nobody wants to be a policeofficer,it is too dangerous,so the calm, rational person who would excel in thiswork isnt available. They need gun control in the USA urgently. Why would anyoneshoot an unarmed woman though, this needs investigating thoroughly.

jsmith1987
It reads like thepredictable outcome of a law enforcement culture where officers see themselvesas Rambo types and don't value the lives of the public they are supposed toserve.

DonPanic
I guess thatMinneapolis police officers just lack entertainment.

gavin3004
It's amazing howthings can change when the victim is a white woman.

This happens toblack people all the time but no one resigns.

aargh!
Actually I didn'tsee any riots or barricades.

Justice
That's becausethey know they will get justice unlike the black victims of policeshooting.

vampire monkey
It is haram for awoman to wear tight or revealing clothing.

RadfordRed
Yes, and I wonderif the policeman's upbringing had a part in this.

White officersnever shoot anyone

Justice
Give it a restmost shootings are by racist white cops who know they can shoot any blackperson and get away with it, but arseh0les like you have to spew morevile.

jsmith1987
US police remindme of the Blackwater militia group in Iraq who would fire on civilians whoapproached within 50m of their Humvees. This was hard for civilians to avoidwhen the militia would drive around populated areas, resulting in many innocentdeaths. RIP Justine Damond.

WhatYouTalkinBoutWillis
White cop killsblack man, racist.

Black cop killswhite woman, inexplicable.

All lives matter.

The Grauniad hadthis story as it's headline. No mention of the cop's race. Imagine if the raceshad been reversed? I'm 50. Used to love the Guardian. Sorry now it's pro muslimagenda is too blatant. Go Coldplay!

jsmith1987
The Guardian isjust another Establishment rag, as is the Independent. They joined the Murdochgutter media in running a sustained anti-Corbyn campaign for the 2 yearsleading up to the last election.

nighttrain123
Exactly, and thesame applies to the Indie. For example the other day was a headline aboutMuslim man being assaulted by a white man. Absolutely no evidence that it was ahate crime, but the fans are flamed regardless. As you say, can you imagine ifit was a Muslim women being killed by a white cop!?

shikishinfuni
Is this the first'drive by' shooting carried out by a US police officer?

Squidapedoyt
Mohamed Noor,a Somali-American the policeman that killed an innocent woman.

nighttrain123
Maybe he's got aproblem with white women not covered up?

Squidapedoyt
She was not white.

michaelsiva63
From the picture, she looks white to me...so shakimiki's point still stands.

shakimiki
The Australianwoman? Why would you say that?

aargh
and it seems shewas not even involved in criminal activity. Small details, I know.

It is sad foranyone to lose their life in this way and what you have pointed out is also asad reflection of the world we live in.

I hope this womanhas not died in vain and justice will prevail, also the American nation takes agood look at its policing methods and gun control.
