China will allow millions of unregistered citizens – many of them children born in violation of the one-child policy – to obtain documents vital to secure education and health services long denied to them, state media reported.

Some of them are orphans, but many more are people born in violation of the highly controversial “one-child policy”, which restricted most couples to only one offspring, and barred any extra from being registered unless their parents paid a hefty fine, which many could not afford.

Reading China history, I find myself almost never happy about it, it's full of things beyond a normal human's mind can bear, but I'm a nationalist, for sure. 
Is this a destination of a big country, over-populated? I never have been proud of it, nor happy honestly. HEAVY shine us some senses!

Wow. An official recognition that a policy was wrong, and steps taken to alleviate its negative impact on the powerless victims.
This sort of thing would never happen in a civilized nation like the UK, thank God.

that a second child should be made a powerless victim of such an unjust law and of his parents not abiding to it, is unthinkable in the UK, thank God.

Democracy, may have many faults, but it is not immoral....

We can't afford to continue to disadvantage and economically weaken a significant proportion of a shrinking workforce so we'll let them have the papers and cynically start talking about 'basic legal rights' decades too late."

Violation of one child policy is not the fault of those "secondary" children, who should be treated as the first class Chinese citizens just like all other Chinese. China has made good and solid decision and all those estimated 13 millions will make China better.
 
据估计有1300万中国人，即全国总人口的1%，没有正当的户籍许可，也就是“户口”。
违反一胎政策并不是这些“第二胎”孩子的错，他们本应该像其他所有中国人一样，被视为头等中国公民。中国已经做出了优秀且可靠的决定（即废除一胎政策），而这估计的1300万人会让中国变得更好。

China has Chinese way to do things in China and one child policy has been positive and useful for China.
Time progresses and now it is two children policy which suits China best thus it is feeble to use current policy to deny the policy before.
Your document of Chinese identity is dubious to be honest despite its good quality hence you can hardly be genuine Chinese. Why don't you leave China alone, or better still go back to your own regime land doing proper job for your own people rather than doing destructive "regime change" in a foreign land China which you will be unable to succeed?
 
中国有它自己的做事方式，而一胎政策曾经在中国起了积极且有效的作用。
时代在前进，如今二胎政策最适合中国。所以，用现在的政策来职责之前的政策是毫无意义的。
老实说，你的中文ID是很可疑的，尽管这是一项不错的技能（即 使用中文），但你很难成为一个真正的中国人。为什么你不能别管中国，或者回你自己的国家更好，找份正当工作造福你国人民，而不是在中国这样一个外国搞破坏性的“政权颠覆”，还毫无成功的可能性。

People are free to criticise China and its social/political policies and will continue to do so. Sadly, that is not the case in China itself. So no, we will not 'leave China alone'. Why should we?

My point about doing the right thing was in the CCP not recognising the rights of the second child much much earlier, for 30 years they have been non citizens through no fault of their own.

关于做这件正确的事，我的观点是：中国GCD在很久很久之前就没有承认这些第二胎孩子的权利，他们自己并没有犯下什么错，却在这30年中一直无法成为公民。
