TOKYO — The Japanese government and Okinawa Prefecture failed to reach a compromise Monday over the planned relocation of a U.S. military base within the southern island prefecture, as their month long “intensive consultation” to defuse tensions over the issue fell apart.

Chief Cabinet Secretary Yoshihide Suga conveyed to Okinawa Gov Takeshi Onaga that the government plans to resume base relocation work, which was suspended for a month through Wednesday while the consultations were going on.
内阁官房长官菅义伟向冲绳知事翁长雄志转达了政府希望恢复基地搬迁工程的计划,此前这个工程已经因为谈判而拖延了一个月。
At issue is the relocation of the U.S. Marine Corps Air Station Futenma from a densely populated area in Ginowan to the less populated Henoko district of Nago, both in Okinawa. The base transfer is a key part of a broader bilateral agreement to realign the U.S. military presence in Japan.
这个工程计划将美军普天间军事基地从人口密集的宜野湾市搬迁至人口更少的名护市,这两个市都位于冲绳岛内。搬迁计划是美日边界双边协议关于驻日美军整编的重要部分之一。
“There was a big gap on how to remove the dangers (posed by the base). We could not gain the understanding of the prefecture,” Suga told reporters after the final round of consultations in Tokyo with Onaga, who has demanded that the base be moved outside of Okinawa.

The local government and many residents in Okinawa have been opposed to the planned base relocation as they are seeking to reduce the burden on their prefecture in long hosting the bulk of U.S. forces in Japan.

Onaga has begun considering holding a plebiscite to ask residents in Okinawa whether they are in favor or against the base relocation, sources close to the governor said. As there is a need to create an ordinance and make necessary preparations, a referendum could take place next year or later.
翁长雄志正在考虑举行一次公投,好让民众决定反对或支持这次的基地搬迁计划,政府相关人士声称。而因为可能需要为公投制定法律和做必要准备,举办日期可能安排在明年或是更晚。
Political observers say the move to resort to the poll is a strategy to show that a majority of the people in Okinawa are opposed to the planned relocation and thus put further pressure on the central government.

Monday’s meeting was joined by Prime Minister Shinzo Abe, Foreign Minister Fumio Kishida and Defense Minister Gen Nakatani.

Abe was quoted by Suga, Japan’s top government spokesman, as saying during the meeting at the prime minister’s office that there is a need to eliminate the risks posed by the Futenma base “without further delay.”

Suga said relocation work will resume after the Okinawa prefectural government wraps up an undersea survey on the condition of coral reefs in waters off the planned base construction site. The survey is expected to possibly end on Saturday.

Onaga told a group of journalists after the meeting that the Okinawa government “will stop the relocation by all means,” hinting at rescinding his predecessor’s approval for landfill work to build a coastal replacement facility for the U.S. base.

As to this...bullsnit, if the national government can pull off a snap election for the Diet in one month Onaga could put out a referendum in the same amount of time.

Plus if it is going to take until next year or later, it WILL be too late and won't matter, as the construction will be well along the way to being completed, on the landfill anyway, and the referendum results would be meaningless.

Abe is going to get this done, one way or the other.

I tend to agree with @yubaru that holding a referendum next year will be too late and the results would just be symbolic and the Central Govt. would not recognize it anyway. Rescinding the Landfill Agreement signed by Nakaima is really the only option Onaga has left. The Central Govt. has made it very clear that this facility will be built at Henoko regardless of what the people of Okinawa want so Onaga should rescind the landfill agreement and force Abe to make special legistation to override the Governor. At least this way all of Japan and the rest of the world will know that the facility is being forced upon the people of Okinawa and it will then be up to the people who oppose this facility to decide if they want to try to block construction by whatever means are available to them.

Not gaining the understanding of the prefecture and continuing with the project anyway is fraught with trouble. Think what happened with Narita Airport. It was opened many years late because of local opposition, but problems continued. Now Haneda is becoming Tokyo's major airport.

The Okinawa people have responded so many times over the bases issue, they want the Japanese government to relocate some of the burdens that the Okinawan people face. No other prefecture in Japan wants the bases, so why listen to the other prefectures and not Okinawa, or is it ,that the central government does not recognise Okinawa as one of the prefectures of Japan, and so does not have a voice. Maybe you have forgotten your History of the Ryukyu Islands, a once proud Kingdom, until annex by the Shimazu clan in 1609 and claimed as a province of Japan. Minister Suga if your not familiar with Okinawan history, look it up on wikipedia."Respect" is such a small word but demands a lot, something all politicians worldwide seem to ignore.

The Central Govt. has made it very clear that this facility will be built at Henoko regardless of what the people of Okinawa want so Onaga should rescind the landfill agreement and force Abe to make special legistation to override the Governor. Completely agree with @japan4life on this. If the Okinawa government is serious about this, then they need to assume the central government is determined to proceed and they should takeall actions they can immediately to put a stop to it. Once the work is in motion, it will become much harder to bring to a stop.

Also, the point about the the people opposing this facility having to decide if they want to block construction by whatever means are available to them is absolutely spot on.

Look, peaceful demonstrations that last a few hours will not stop this if the central government is determined to see it through. The opponents really have to decide how serious they are about stopping this. Are they willing to put their lives on the line for this or is this something they oppose but won't pay a personal price to do so??

There is only one thing that will change the equation and that is mass civil disobedience that interferes with the operation of the bases in Okinawa and does so in a way that becomes highly visible and prolonged and would bring the foreign media into the equation. Because once that happens, the central government loses control. And if there are images of the gates of bases being put under siege and traffic not being allowed in/out and Japanese riot police clearing out protestors to restore order, that is the one thing that could resonate in Washington D.C. and put pressure on the U.S. government to get involved.

The best solution is to organize a Referendum for Independence. All problems with foreign occupants will be effectively solved. Okinawa people deserve better life than being guests on their own land.
