HANOI —Japan pledged new patrol boats and $1.1 billion in aid to Vietnam Monday as part of a sprawling package targeting maritime and security affairs to bolster ties in the face of regional powerhouse China.

河内----周一,作为海上和安全事务的庞杂计划的一部分,日本承诺向越南提供新的巡逻船以及11亿美元的援助,以加强两国间的合作,共同对付地区霸主中国。

Hanoi and Tokyo are locked in separate standoffs with Beijing over territorial claims in disputed regional waters pushing the two countries closer in recent years.

河内和东京与北京各自在有争议的水域存在领土争端,这使得两国最近几年越走越近。

Japanese Prime Minister Shinzo Abe announced the six new vessels and the 130 billion yen loan package during a two-day visit to Vietnam which is also aimed at boosting business ties with the fast-growing communist nation.

日本首相安倍晋三在为期两天的越南访问中,宣布提供六艘巡逻船和1300亿日元贷款的一揽子援助,这也是意在促进和这个快速发展的共产党国家间的经济合作。

Japan usually puts a requirement on these pledges that the money spent must be used to hire Japanese companies. The money then gets funneled right back to Japan and the taxes get paid to the government.

So it's not as bad as it sounds.

sorry to so cynical - but the roads and bridges there paid for by Japanese ODA = easier access to rainforest timber. New patrol boats = access to shrimp/tuna etc?

The patrol boats will be constructed in Japan and the 1.3 billion yen is a loan meaning it will be paid back with interest added.
It's never going to be FREE so why are people complaining?

You are right of course thats the normal with any foreign aid. Unfortunately it doesnt change the fact that the average taxpayer is getting screwed here - this  is esentially corporate welfare for LDPs J-Inc. friends at the expense of average Taro and Keiko whod much rather see their tax yen used for social services than contracts for Abes corporate buddies.

If the US is seeking bilateral agreements and fair for both then allow the Japanese military to train on a US base. We are allies afterall. The US trains in Japan with numerous bases why not say let Japanese troops be based in say California and train. This way if war and the Pacificist Constitution is changed then Japan can immediately help its US inside their own territory. It is time for both countries to really work together and trust one another. Japan has proven to the US it can be trusted and counted on to help as long as the people in Japan are allowed too show them it can be done.

如果美国想要双边协议和公平,那就应该同意日本军队在美国基地训练。毕竟我们是盟友。美国在日本有很多训练基地,为啥不让日本在加利福尼亚也弄个基地训练。这样如果有战争或者反战宪法修改了,日本就可以代替美国保卫自己的领土。现在是时候两国共同努力,相互信任了。日本已经证明了对美国的信任和渴求的帮助,只要能允许日本人民自己能干点啥。
