I drove into Mexico from San Diego a couple of years back.  We didn't even stop at the border, just drove around some traffic cones and straight through.
Coming back into the US a week later we sat for two hours waiting to get across the border.
(Both times I was in a Mexican registered car driven by a Mexican friend.)
