OSAKA – The managers of a kindergarten in the city of Osaka that handed parents copies of a statement slurring Korean residents of Japan and Chinese people have been questioned on suspicion of spreading hate speech prefectural officials said Thursday.

大阪--星期四,大阪市地方官员说,幼儿园管理人员在给家长印发的文件中诋毁日本的朝鲜居民和中国人,被质疑传播仇视性言论。

The statement distributed by Tsukamoto Kindergarten in Yodogawa Ward described Korean residents and Chinese people as those with “wicked ideas” calling the latter shinajin a derogatory term for Chinese.

A prefectural official questioned the Principal Yasunori Kagoike and his wife the deputy principal on Jan. 12 after local officials were tipped off by one of the parents in December. Kagoike is also the head of Moritomo Gakuen which runs the kindergarten.

While admitting to distributing the derogatory papers Kagoike declined to explain his reasons for doing so citing a pending lawsuit according to the Osaka Prefectural Government.

The letter however is apparently just one of many incidents pointing to the pair’s nationalist  and even racist leanings.

A separate pamphlet distributed to parents in December and obtained by Kyodo News read “The problem is that people who have inherited the spirit (of Koreans) exist in our country with the looks of Japanese people.”

In February last year a parent in her 30s received a handwritten letter from the deputy principal that bluntly said “I don’t discriminate. But in my mind I hate Koreans and Chinese.”

Kagoike is apparently also head of the Osaka chapter of Nippon Kaigi which is variously described as right-wing fascist nationalist revisionist or cult-like. It appears that 42 ministers and former ministers of the Japanese government are members of Nippon Kaigi including Prime Minister Abe and former PM and current Deputy PM and Finance Minister Taro Aso. In 2014 289 of the 480 Japanese National Diet members and 15 of the 19 government ministers were members of Nippon Kaigi. Nippon Kaigi member and House of Representatives member Takeo Hiranuma is described by Moritomo Gakuen as a teacher at the elementary school .

Unfortunately we have freedom of expression in Japan. People like the APA Hotel guy are free to say dumb things. Politicians are free to do dumb things and contradict the government line.
I would also point out that the "war criminals" were convicted by a procedure that the American liberal academic Richard Minear called "Victor's Justice" in a book describing the International Military Tribunal of the Far East as essentially a political show trial.
If you want to have everyone in Japan saying if not necessarily thinking the same thing you are asking for a totalitarian regime that can bring back the wartime "one hundred million hearts beating as one."
If the Chinese and Koreans cannot understand that we have freedom of expression in Japan and that not everyone can be expected to toe the government line that is their problem not ours.

不幸的是,我们日本人在日本是有言论自由的。所以诸如APA酒店的那帮人可以自由地胡说八道,政客也可以自由地违背政府制定的方针政策做些蠢事。

But it is our problem! Witness the continued strained relations with our neighbours. It's bad enough when such comments are voiced by factory workers and housewives but they are all the more troublesome when coming from educators business leaders and politicians.
And with regard to the charges of victor's justice may I direct you to Robert H. Jackson's thoughtful opening statement before the International Military Tribunal in which he addressed possible obxtion of ex post facto law. If the Nuremberg and Tokyo tribunals are to be simply dismissed as victors justice it should be remembered that those who stood trial received far fairer treatment than they ever meted out.

You are confused. Hate speech is not protected by free speech period.
This is a textbook case of hate speech which warrants prosecution.

According to a July 1 2016 Japan Times article Japan’s
first ordinance aimed at deterring hate speech went into effect in 2016 in the city of Osaka. The article states that “Osaka’s ordinance defines hate speech as communication that defames and aims to exclude a particular group based on race or ethnicity and disseminating such messages to a large number of people
including via online transmission.”
The statements of Kagoike and Tsukamoto Kindergarten qualify as hate speech under the Osaka City ordinance.

Well if that's the case why not grant them the right to speak out against those bullies to counter with the spread of hate speech? If haters and their sympathizers have issues with Chinese and Korean residents exercising exactly the same free speech right by speaking out then that's their problem--not Chinese and Korean residents.

那么,如果真是这样,为什么不给他们权利,让他们站出来反对这些恶霸,以对抗仇恨性言论的蔓延呢?如果这些怀恨在心的人和他们的支持者介意中国和韩国的居民行使完全相同的言论自由权,那就是他们的问题,而不是中国和韩国人的问题了。

As was pointed out by another kindergarten owner this outfit is publically funded to provide a public service so free speech considerations don't apply to them so liberally as the principal and deputy principal. Otherwise yes they're free to bang on about "我が国の武の精神" or "我が臣民克ク忠二克ク孝二亿兆心" or whatever other nationalist mumbo-jumbo they believe in.

It is discomforting indeed having read this news piece and that of just some days ago about changing educational guidelines to ignore concrete territorial disputes with Japan's neighbours. I have had the impression that Japan is striving to be a multicultural society at least in a way sort of. But now this impression has proved to be more of an illusion.
I know well that Japan has many strong points not found in its neighbours (and that is the reason I first got interested in this culture years ago). But this should not be a basis for being so arrogant and stubborn to the point of silliness (like whitewashing the non-washable).

几天前有一则日本人修改其教育纲领,忽视其与邻国的领土争端问题的新闻。如今再加上这则新闻,让我切切实实的感到了不安。我曾对日本有过这样一种印象——在某种程度上,日本在努力成为一个多文化交融的社会(P.S.原作者想表达日本社会由是不同历史观与政治观构成的,如左翼与右翼)。但是现在这种印象被证实只是一种幻觉。
我深知日本人有很多邻国所不具有的优点。 这也正是我多年前对这段文化现象感兴趣的原因。但是这不能成为他们傲慢顽固到愚蠢的理由(比如洗白不可洗白的东西)。

Since the interesting but historical name label 支那人 (Shinajin) was brought up in the news piece I cannot refrain from saying a little more on this occasion. The use of this term in Hong Kong last October (2016) caused a societal or even global uproar among Chinese people of all nationalities. So we now are very clear of its modern nuance of being a bad and disgusting term. But sadly I came across this term (and terms like 支那文化 (Shina culture)) several times in a Japanese book written by a learned Japanese author published in 2001 and with numerous reprinting. Now kindergarten principals even want to indoctrinate young kids with such a label for a culture that actually gave Japan its written language -- the kanas are derivatives from full Chinese characters (中国文字). I really have no idea why such folly is still being perpetuated. They are 乐此不疲 (enjoying such things without feeling tired). That said I admire the respect that Japan has for Kanji. Hope that will not change.

 因为有趣但有历史标签的支那人在新闻版块被提出来后,我再也忍不住的想在这个场合多说点什么。在去年2016年十月的香港,这个词条的使用就曾在各个国籍的华人中造成社会上,乃至全球的骚动。因此,现在我们知道这个词放在现代是个不好的令人恶心的词。但悲伤的是,我在2001年出版的一位博学的日本作家的作品中就遇到过几次这个词(书中还出现了“支那文化”这样的词条),而且这本书还再版了很多次。现在,幼儿园的园长竟然想通过这个标签来向孩子们灌输中国文化,而实际上日本的书面语言来自中国文化——即日语音节字母表是由中国文字衍化而来的。我真的不知道为什么如此愚蠢的事依然存在。他们还乐此不疲呢。我赞赏日本对汉字的尊重,希望这不会改变。

"Shina" is originally a Buddhist term for China first coined probably in the North-and-South Dynasties period (4th-6th century perhaps) in some translated Buddhist texts by monks. But the important point is Chinese people never used this term for themselves except in some rare cases when Buddhism was referred to or when they used terms from Japan in the pre-1945 days.

最早的时候,“支那”是佛教用来称呼中国的用语,最先可能是出现在南北朝时期(可能是公元4-6世纪)僧侣们所翻译的佛教经文里。但关键是,除了在某些罕见的情况下,比如提到佛教时或者1949年前他们使用来自日本的词汇时才使用,其余情况下中国人从来不用这个词来形容自己。
