Britain 'to ban all petrol and diesel vehicle sales by2040'

Sales of new cars and lorries that rely on fossil fuels will be outlawed in a bid to reduce pollution

New diesel and petrol cars and vans will be banned from 2040 as part of efforts to tackle air pollution, the Government is expected to announce.

A £255m fund is expected to be unveiled to help councils speed up local measures to deal with pollution from diesel vehicles, as part of £3bn in spending on air quality.

Yet critics said the 2040 ban was "too little too late", with the Liberal Democrats calling for new diesel sales to end by 2025.

Meanwhile former Labour leader and Energy Secretary Ed Miliband said the move was a "smokescreen" hiding a lack of immediate action to reduce emissions.

The Government is set to include the 2040 ban in a court-mandated clean air strategy due to be published on Wednesday, just days before the deadline set by the High Court.

The expected move to ban petrol and diesel vans and cars follows similar plans announced in France this month and amid increasing signs that the shift to electric vehicles is accelerating.

On Tuesday, BMW announced plans for an electric Mini to be assembled at its Oxford plant while earlier this month Volvo unveiled its moves towards cleaner cars.

The Government was ordered to produce new plans to tackle illegal levels of harmful pollutant nitrogen dioxide after the courts agreed with environmental campaigners that a previous set of plans were insufficient to meet EU pollution limits.

Despite government efforts to delay publication of the plans until after the general election, ministers were forced to set out the draft plans in May, with the final measures due by July 31.

It is thought ministers will also consult on a diesel scrappage scheme to take the dirtiest vehicles off the road.

Green Party co-leader Caroline Lucas said the scrappage scheme was needed immediately to reduce emissions.

Campaigners have demanded the final plans should include government-funded and mandated clean air zones, with charges for the most polluting vehicles to enter areas with high air pollution, as well as a diesel scrappage scheme.

Their calls for charging zones were backed up by an assessment published alongside the draft plans which suggested they were the most effective measures to tackle nitrogen dioxide, much of which comes from diesel vehicles.

But ministers have been wary of being seen to "punish" drivers of diesel cars, who they claim bought the vehicles in good faith after being encouraged to by the last Labour government on the basis they produced lower carbon emissions.

They favour local measures such as retrofitting buses and other transport to make them cleaner, changing road layouts and even altering features such as speed humps and re-programming traffic lights to make traffic flow more smoothly to reduce pollution.

The expected move to ban diesel and petrol cars and vans by 2040 comes after similar plans were announced in France this month and amid increasing signs that the shift to electric vehicles is accelerating, with BMW announcing plans for an electric Mini and Volvo unveiling its moves towards cleaner cars.

Air pollution is linked to around 40,000 premature deaths a year in the UK, and transport also makes up a significant share of greenhouse gas emissions.

A Government spokesman said: "Poor air quality is the biggest environmental risk to public health in the UK and this government is determined to take strong action in the shortest time possible.

"That is why we are providing councils with new funding to accelerate development of local plans, as part of an ambitious £3bn programme to clean up dirty air around our roads.

"Our plan to deal with dirty diesels will help councils clean up emissions hotspots – often a single road – through common sense measures which do not unfairly penalise ordinary working people.

"Diesel drivers are not to blame and, to help them switch to cleaner vehicles, the Government will consult on a targeted scrappage scheme, one of a number of measures to support motorists affected by local plans."

Liberal Democrat transport spokeswoman Jenny Randerson said: "By scrapping the scrappage scheme the government have U-turned on their offer a life line to the millions of owners of diesel cars up and down the country. This is a betrayal to drivers everywhere.

"Air pollution is poisoning our children and leading to causing avoidable deaths across the country.

"Instead of properly fighting this silent killer the government has flip-flopped, offering tax breaks for cars that they are now banning. The Government's feeble attempts to tackle air pollution are too little too late.

"The Government needs to take drastic action to end this public health crisis, every moment they sit on their hands more people are breathing in and dying from polluted air.

"The Liberal Democrats have called for all new diesel sales to end by 2025 and a scrappage scheme to help drivers convert to greener vehicles. We are serious about fighting air pollution, this Government is not."

Usual statement from a useless minister.seems he is just giving money to councils and says you sort it out.no idea of a plan or any thinking the idea through just like brexit.

How does this sit with the tories scrapping electrification of the railways and using diesel powered trains?

So what will a scrappage scheme look like,,a few thousand pounds off the price of a new car, but what about ordinary working people who cannot ever aford a new car. How about a propper scrappage scheme that would buy your old banger at a good price plus a bit more to enable you to buy a "not quite" so bad old banger,,sort of get everyone moving along together,

There is no need for any legislation or spending public money on this. As soon as electric cars can compete on price, convenience and range, everyone will buy them. That should happen before 2040, probably by 2030. By 2040 petrol and diesel cars will be a distant memory.

The Government isn't being serious about this. If they were, they would be explaining how they will replace £30bn per year fuel duty, and how they will finance the construction of the equivalent of around six Hinckley Point C nuclear power stations to generate the additional electricity. They're simply making a show of making a commitment that they know that someone else will have to meet.

Londoners should be a bit worried. The micro climate London experiences is mostly an effect of air pollution. So Londoners can expect to get a lot more rain.

It is estimated that by 2050 most countries will have phased out fossil fuels completely. There are already several countries which are fossil free. Future generations will breathe pure clean fresh air. What a wonderful prospect. The future is bright the future is green.

Is the ban going to enforced on all petrol and diesel VEHICLES, or just cars and vans? Are there many electric motorbikes available?

Not mentioned lorries as there is no solution for trucks. Seen an electric dustcart yet? There are no battery/electric solutions to take 20 tonnes of waste down the road. Can you imagine rubbish collection in any city with fleets of electric vans? That's about 30 vans for one dustcart.. All food in London is delivered by lorry. Can you imagine the gridlock and expense of replacing with van deliveries? Everything you consume, wear and use came in a lorry.

             Parrot
The mining industry used to use battery locomotives to transport up to 100 tons. They were not fast but they ran until they needed a battery swap then continued on their way

Sadly, UK can make up their plans to ban fossil fuel cars by 2040, but it is only really an objective.  What is the point of funding councils to restrict petrol/diesel vehicles when we have no infrastructure to replace the petrol stations, etc.? We still do not have an electricity infrastructure that is capable of meeting the demands of electric cars.  Many of our cities cannot cope with the increasd demand, and the grid will fry up if all the electric cars are plugged into the grid when we go home at the end of the day.  We need to have a plan to rebuild our infrastructure, add 100,000+ public charging points, new power stations, solar, wind, wave and hydro energy farms, etc.  Today, our power generation capacity is about at its limit, and there are threats of power cuts in winter.

Electric tanks and armoured vehicles?"Excuse us, Enemy, we've gotta find a charging point before battle can resume!"With the 'death' of diesel vehicles, little economic sense to manufacture the fuel. What then? Nuclear powered war machines? Oh, nice!

FYI"BAE Systems just put out a new infographic detailing the benefits of the hybrid electric drive system the company has developed for the Army’s Ground Combat Vehicle competition. If selected, it would be the first hybrid combat vehicle ever fielded. The graphic illustrates how BAE’s hybrid system will ensure its GCV offering is faster, quieter and more fuel-efficient than standard 70-ton combat vehicles

In the 1960s the National Coal Board used very large battery powered machines called Shuttle Cars in their Coal Mines which transported huge amounts of coal from coal cutting machines to conveyor belts that carried the coal to the surface.I have heard that electric taxis were used in late 19th century London.

2040 is 23 years away, and although it is not the main reason for this legislation , with most  AGW  predictions based round 2100 - 60 years after that, every little helps. We can do this !  We REALLY can !Unlike many of the posters on here, I will NOT resort to the traditional  "Too little too late"  battle cry. But, with due warning given, if car and vehicle manufacturers have the technology, designs and tooling in place BEFORE that, we could be looking at a swing to all-electric or hybrid vehicles at an earlier date. After all, who is going to buy a brand-new solely internal-combustion car or van much after 2037, knowing it will be unsaleable illegal junk in only 3 years ?Busy and very interesting times ahead for Town and City planners, the whole of the Tech sector and a whole new revolution in the way transport and infrastructure are viewed.GO FOR IT !!!
