The proportion of new prison inmates in Japan who were at least 65 years of age topped 10% for the first time on record in 2014, according to a white paper on crime released by the Ministry of Justice.

Of the 21,866 people sent to prison last year, 2,283 of them, or 10.4%, were senior citizens, the report said, marking a new high since data collection began in 1991.

Among females, 16.4% were aged 65 or older, while the figure was 9.8% for males. The percentage of seniors among newly imprisoned females first topped 10% in 2009.

Recidivism among seniors has also been a concern. Of those imprisoned in 2013, 18.1% were repeat offenders released within the prior two years—however, this figure was 24.9% among older convicts as compared to 11.5% among those aged 29 and younger.

According to the report, the 274 seniors imprisoned in 1991 when data gathering began made up only 1.3% of the year’s total. The percentage has increased in almost every subsequent year.

The overall number of new inmates in Japan has declined for eight consecutive years, following a peak of 33,032 in 2006.

The white paper on crime also showed that 50.9% of suspects in rape cases detected last year were relatives of or someone formerly acquainted with the victims. The ratio went up 28.3 percentage points from 20 years ago.

In indecent assault cases in 2014, 26.8% of suspects were family members of or someone who had previously known the victims, up 18.2 points compared with 20 years ago.

A ministry official said the rise in the figures reflects the growing support system for victims, which allowed them to report the offenses.

Out of some 1,800 persons who were found guilty of rape or indecent assault in the one-year period from July 2008, 13.6% committed a sexual crime again later, with the ratio of repeat offenders higher among people without jobs compared with students or those employed.

It would be interesting to know what offenses the older gen were arrested for. My guess would be, they were mostly petty crimes, especially theft or fraud. This would be due to the failed pension system. I'd also guess a lot of them are in for murders of family members, which seems to be quite common in Japan.

Those a statistics about tapes and sexual offense are interesting. Most rapes are carried out by young guys under 30, while secular offenses are mostly carried out by pervy older men. The statistic on how many sexual offenders re-offend after release from prison tells you that, there is no rehabilitation system. It's just encarseration.

When their society changing into something they don't understand or can't cope with (albeit at a slower pace than some of us might like to see) and when they fear dying alone, as many of them undoubtedly do, they simply shrug their shoulders and turn into modern-day kamikaze, but in a sad way that bespeaks the fact that Japan hasn't really changed since the late 1800s when the first American fleet appeared off its shores.

Does anyone have pictures of jail cells, it seems more & more that jail will be a REAL choice for retirement in this country given so many seniors are committing crimes to put there!

有没有人有牢房的图片,看上去越来越多的牢房将会变成一个真正的退休之选。这个国家把那么多的老年罪犯投进监狱。
