中国将禁止“社会信用”不良的公民乘坐飞机或火车长达一年 [英国媒体]

China said it will begin applying its so-called social credit system to flights and trains and stop people who have committed misdeeds from taking such transport for up to a year.

中国将开始在航班和铁路系统实行所谓的社会信用体系，犯下劣行的公民一年都将被禁止乘坐该交通工具。

People who would be put on the restricted lists included those found to have committed acts like spreading false information about terrorism and causing trouble on flights as well as those who used expired tickets or smoked on trains according to two statements issued on the National Development and Reform Commission’s website on Friday.

散播如恐怖主义的不实信息引发航空问题的人将被列入限制名单当中。同时根据国家发展与改革委员会其网站上中发表的两项声明称，那些使用过期票，在火车上抽烟的公民也将被列入禁行名单。

Those found to have committed financial wrongdoings such as employers who failed to pay social insurance or people who have failed to pay fines would also face these restrictions said the statements which were dated 2 March.

3月2日起，犯有财务违规的人，例如：不给员工买社会保险的雇主，不支付罚款的人也将会被列入名单。

It added that the rules would come into effect on 1 May .

新规将于3月1日施行。

The move is in line with President’s Xi Jinping’s plan to construct a social credit system based on the principle of “once untrustworthy always restricted” said one of the notices which was signed by eight ministries including the country’s aviation regulator and the Supreme People’s Court.

这一举动是关于建构诚信社会的原则“人而无信不知其可也”的方针看齐。其中一项通知是由八大常委签发的，包括国家航空监管机构和最高人民法院。

China has flagged plans to roll out a system that will allow government bodies to share information on its citizens’ trustworthiness and issue penalties based on a so-called social credit score.

However there are signs that the use of social credit scoring on domestic transport could have started years ago. In early 2017 the country’s Supreme People’s Court said during a press conference that 6.15 million Chinese citizens had been banned from taking flights for social misdeeds.

This is a great step in the right direction. When some differentiation is made between people who are socially responsible and those who are not there will be more social order and improved civility. Hopefully it will translate into a people of respectfulness and consideration.

Enforcing consequences for bad behavior has nothing to do with "civil rights".  If such a system resulted in people beginning to change their behavior for the better everyone wins.

Not much different in America. Posting anti-government ideas can get you on the NO Fly list. It is impossible to ever get off this list. Trying living or doing business without being able to fly. Also if you start trouble on an airplane you get banned from at least that airline's planes perhaps a lot more.

It is happening in the US too but you aren't hearing about it. Facial recognition tech and tracking through social media are enabling the tech giants to construct a digital dossier on everyone in the world. Social control will quickly follow. Soon convicted shoplifters won't get into stores that subscribe to anti shoplifting services violent felons won't get rides in taxis or be able to eat in a restaurants or enter a bar. The business of data mining drives it but you already have a social utility index. Full exploitation will mean many things. One day we will see towns with no public spaces and a low SUI will mean that you can't buy property or live there. Digital rejects will have to keep on moving through and out.

Somebody else already said it but yeah I remember watching the Black Mirror episode "Nosedive" just recently! Too creepy.  Way too creepy how that show "predicted" the use of "social credits" so perfectly.

So some one who is caught smoking on a train or using an invalid ticket (which are both illegal) will be banned from using trains for up to a year. I can not see a problem with that and it will be easy to enforce to as all train and flight tickets require a valid ID to buy and use. As some one who uses the transport system in China I welcome this. To many times people flaunt the law as they think that it does not apply to them.

Its the things like "spreading false information about terrorism" that seems like an issue. What false information? That there has been an attack the government don't want folk to know about maybe? Obviously that is an example on the extreeme end but its a shifty law from a government that does not have the most pleasant of records on the old free speech etc...

Not really the point though is it. You can target anti social behaviour without assigning all your citizens a score. This is right out of a dystopian novel. I know that is an overused claim but this time for once it really fits.
