TOKYO — The U.S. is hastening the return of some land itholds in Okinawa, seeking to soothe localresentment over the huge American military presence on the southern Japaneseisland.

U.S. Ambassador to Japan Caroline Kennedy andChief Cabinet Secretary Yoshihide Suga announced a plan Friday to return twosites totaling 7 hectares (17 acres) now controlled by U.S. bases tolocal authorities by the fiscal year that ends in March 2018.

美国驻日大使卡罗琳·肯尼迪，和内阁官房长官菅义伟，于周五宣布计划归还两处土地，总面积达7顷（17亩），基于当地政府到2018年3月的财政年计划，这两处土地现正处于美国控制之下。

The land amounts to less than 0.7% of the totalof 1,048 hectares (2,590 acres) that is eventually to be returned under earlieragreements. Some of the land is needed for road works to relieve trafficcongestion, and the governments agreed to enable local builders earlier accessto some areas for surveys and other preliminary work.

Since World War II the American military has hada major presence in Okinawa, which houses more than half of the 50,000 U.S. troops in Japan.

Resentment over the issue has sharpened amid aclash between central and local government officials over a plan to relocate a U.S. base, Marine Air Station Futenma, from adensely populated area of Okinawa to the island’s Henoko Bay.

The multibillion-dollar deal, reached afternearly two decades of talks and protests, was partially intended to placateOkinawan anger over the heavy U.S.military presence near urban areas. Many residents want the base moved entirelyout of Okinawa, but the agreement announcedFriday reaffirms an “unwavering commitment” to the Futenma plan.

Okinawa’s governor, Takeshi Onaga, has rallied localopposition to the plan, overturning approval granted by his predecessor forpreparatory landfill work at Henoko.

The reclamation work was suspended and thenresumed, and the central government has filed a lawsuit seeking to overturnOnaga’s decision.

About 74% of the space exclusively used by U.S. military installations in Japan is concentrated on Okinawa, which has only0.6% of Japan’sland area.

The plan announced Friday is meant to accelerateconsolidation of U.S.facilities and facilitate development of an industrial corridor in thesouthwestern part of the island.

The two sides also recognized the urgency ofdrawing up plans for the return of 3,987 hectares (9,852 acres) of land in thenorthern part of the island that is used for military training.

Bakani suru na..... this is playing games here. It shouldn't take another year to return land that was already scheduled to be returned.

混蛋.....这明显就是在耍把戏。如果已经定入计划要将这块土地归还，那就不应该再花上一年的时间去归还。

Just LEAVE! Build an island like the Chinese did or even Japan near Osaka. Japan has built TWO island for the airport and has the ability to build more. Nobody is going to lose his or her job supplying the islands. In fact, Okinawa could be the greatest "Las Vegas" of the orient if it chose to do that.

Okinawa could be the greatest "Las Vegas" of the orient if it chose to do that.
This is one thing that few here want as a "replacement". I would SERIOUSLY consider selling my paid off house, moving my family, and literally pulling up the roots on over 3 decades of planting them here if Okinawa ever became what you are suggesting here! Okinawa does not need more gambling!

After reading this article I wrote to both my congressman and senators asking a simple question...Why do we have 50,000 military personal stationed in Japan? Why do we any stationed there..? The war has been over for 70 years, enough! japan and the other pacific nations need to defend ****themselves.

Okinawa, by history is Ryuku...
I have lived in Tokyo 4 and half years, Yokohama 2 years, Kyoto 4 years, Kumamoto 5 years, Okinawa 2 years and Fukuoka 17 years. Before that I have lived in China, Hong Kong and Singapore etc... (I study, I did research on Karayuki-san and local culture.) I come to see that Okinawa people are truly different from these mainland Japanese...
Firstly, Okinawa needs to be Ryuku and then let the Ryuku people come up with their own remedy (conclusion).

冲绳岛，历史上而言就是琉球……
我在东京生活了4年半，在横滨生活了两年，京都4年，熊本5年，冲绳2年，还有福岛17年。在此之前，我还在中国、香港和新加坡等地生活过（我学习过，也调查研究过慰安妇和当地文化。）我发现冲绳岛的岛民跟其他内陆的日本人真的很不一样……
所以首先，冲绳岛需要变成琉球，然后再让琉球的居民们得出他们自己的结论。

I'm sure I'll get some flak for this but I'm glad usa is in Okinawa it keeps the Chinese at bay if they leave Okinawa will be first to be invaded because its so strategic
