TOKYO — Prime Minister Shinzo Abe said on Sunday he aimed to get atwo-thirds majority from his ruling bloc and like-minded opposition parties atan upper house election this summer to enable him to revise the constitution.

东京——日本首相安倍晋三于周日表示，他打算在今年夏天的上议院选举中，从他的统治集团和志同道合的反对党中获得三分之二的大多数人的支持，从而使他有能力去修改宪法。

Abe has made clear he wants to revise theU.S.-drafted, pacifist constitution, but formal amendment requires approval bytwo-thirds of both houses of parliament and a majority in a referendum.

安倍已经明确表示过他想要修改美国拟就的和平宪法，但是正式的修正案需要得到双方议院超过三分之二人数以及全民公决中大多数人的支持。

Abe’s Liberal Democratic Party (LDP) and its juniorcoalition partner, the Komeito party, already command a two-thirds majority inthe lower house, but only hold a simple majority in the upper chamber.

安倍的自由民主党和其执政联盟的公明党，在众议院中已经拿下了三分之二的大多数，但在参议院中却只掌握了极少数。

“It will be very difficultfor the ruling bloc alone to win a two-thirds majority,” Abe told a TV newsprogram.

“统治集团要单独获得三分之二大多数人的支持是很困难的，”安倍在一场电视新闻节目中说道。

“Besides the LDP and Komeito, I aim to form atwo-thirds majority with those positive and responsible people who are thinkingof a constitutional revision.”

Abe mentioned Osaka Ishin No Kai, or the OsakaInnovation Party, as one possible partner backing the revision.

Admirers view the constitution as the source of Japan’s peace,prosperity and democracy.

Many of Abe’s conservative backers, who havelong wanted to rewrite the constitution but lacked the political means, view itas a shoddy document written, in the words of one commentary, “with malice and vengeance” to keep Japan foreversubdued.

A change proposed by the LDP would make clearJapan has the right to maintain a military and deploy it at home and abroad,but Abe said debate would probably deepen as to which chapter of theconstitution should be revised.

Japan does have one of the world's strongest militaries and it supports the world's strongest one, which never hesitates to deploy it for nefarious purposes. But it seems that if you are not able to drop bombs on poor peoples around the world you don't really have a desired seat at the table of criminal states.

Oh, sure, you can say it is a democracy, but hardly so when he wants to change the rules all the time to suit his needs.

Oh, sure, you can say it is a democracy, but hardly so when he wants to change the rules all the time to suit his needs.
The determination on whether it's a democracy or not is not based on the why of changing the rules, it's based on the how of changing the rules. As long as he changes them in a democratic manner, it's democratic.
