I've had drivers swerve on to the wrong side of the road to avoid me on a zebra crossing rather than slow down/stop.

While this might be helped over time by Japan's gradually decreasing population, over the near term, the significant increase in elderly as a percentage of the population will be problematic.
The article notes the issues associated with the elderly in passing, but doesn't specify the measures that are contemplated. Unfortunately, I think the trends for accidents involving the elderly will not be too favourable.

It would take very little to make the roads a LOT safer, but given how unsafe they are to begin with that's not saying much. And sorry, there is no possible way Japan will EVER have the safest roads -- they barely have sidewalks, and that won't change unless they push buildings back to widen the roads. Most of the streets I walk on or ride on I have to go around utility poles that are in the middle of the space beside the white stripe that is, I think, suppose to serve as a place where people walk, but is usually a passing lane for scooters and a parking lot for people who just flick on the hazards and go shopping.

I saw an accident yesterday because one of those old 'retired' people with a red baton was working parking lot duty at the local supermarket and had stopped traffic in one lane so that people could go in and out of the parking lot. A few angry people in the back of the line of cars who had no intention of parking there took it upon themselves to go into the lane of oncoming traffic to get around. So, when a car that was coming out of the lot turned into said oncoming lane and couldn't see the illegally oncoming cars because of the stopped cars blocking line of view -- bam! Then the whole street became log-jammed to boot.

First of all, I absolutely love how everything in this country is going be done by 2020. Japan has a long way to go on this in my opinion. It wasn't that long ago (6-7 years) they made using a seatbelt in the backseat mandatory. Before that, everybody could roam free back there. Still today, you can see toddlers flying around in the front seat while parents are driving. Speeding is a problem as well. Distractions is another. You can't expect people to pay full attention to driving if they're watching TV (as some do) while driving.
Finally, promising is all well and good, but seeing as how Japan's traffic deaths actually rise instead of fall as planned, they have mch to do. I think starting to enforce laws and changing people's attitudes might be a good first step.

Another false statistic! Nearly 50% of the population do not drive at all, which makes 'deaths per 100,000 people' a load of hogwash! I've been driving in Japan for many years and the amount of traffic violations I see every day are astonishing! Speeding, running red lights, not using indicators, reckless cowboy truckers and general 'butt hole' behaviours are commonplace on the roads in Japan. The general opinion among the Japanese is that, Japanese are good drivers, which makes me laugh every time I hear it. It's always entertaining to watch a Japanese driver reversing a car. Swinging the steering wheel from full lock to full lock, opening the door and hanging their head out, ten tries to reverse into a standard car park and the ever present look of panic on their faces! It seems that most drivers switch their brains off when they put the car into reverse. Good drivers? Most couldn't drive a greasy finger up their bum!

Strangerland - It appears it is you who is mistaken. This graded statistic is used in many countries, but the number of drivers per 100,000 people is much lower in Japan than in other countries, which makes this a false scale to use comparatively.
