To understand the bizarre scene that unfolded ata news conference in Ottawa this week, with theforeign minister of the People’s Republic of Chinaangrily wagging his finger at a Canadian journalist who’d had the temerity todo her job, one must first understand that Canadaand Chinado not have a two-way relationship. Japan is there too, just beyond theframe.

要理解本周发生在渥太华新闻发布会上的奇怪现象——中华人民共和国外交部长怒斥一位加拿大记者工作草率鲁莽，首先必须明白，中国和加拿大并没建立双向的关系。日本当时也在场，只不过不在该框架内。

This increasingly difficult triangle, with anadditional cluster of smaller Southeast Asian players in the middle distance,now informs every word uttered about either of the two principals by anyCanadian official, up to and including Minister of Global Affairs Stephane Dionand Prime Minister Justin Trudeau.

It has conferred a surreal quality on recent high-level Canadian exchanges withJapanese and Chinese officials, as the federal Liberals bend themselves intopretzels to avoid being seen to pick a side, as Dion pointedly did againWednesday. At stake for Canadais trade, potential massive new markets for resource products, and of coursepeace and security in the Western Pacific Region, assuming it can be maintainedat all as the United Statesloses interest in its 70-year-old role as global policeman.

The trouble with Canada’s position of studiedneutrality is that it doesn’t bear scrutiny. There is a major G7 democracy inthis equation, which is Japan;and there is a major authoritarian autocracy/dictatorship, which is China. Theformer seeks to maintain the established order, with American and otherinternational support. The latter seeks to overturn it.

An increasingly assertive Beijing,utterly dominated now by President Xi Jinping, is pushing inexorably againstthe limitations imposed on it since 1945, enforced by the U.S. navy. Japan, albeitwith deep reservations dictated by its wartime experience, is beginning to pushback. But it’s a lopsided contest, if it can be called a contest at all.

Well, OK. But here’s what the U.S. StateDepartment report for 2015 says about China’s human rights record:“Repression and coercion markedly increased during the year against organizationsand individuals involved in civil and political rights advocacy and publicinterest and ethnic minority issues. The crackdown on the legal community wasparticularly severe, as individual lawyers and law firms that handled cases thegovernment deemed ‘sensitive’ were targeted for harassment and detention, withhundreds of lawyers and law associates interrogated, investigated and in manycases detained in secret locations for months without charges or access toattorneys or family members.” There’s more in the same vein — much more, allbolstered by similar reports from independent observers such as Human RightsWatch and Amnesty International.

Some analysts of Xi Jinping’s moves argue he’sholding a dragon by the tail, figuratively speaking; that his consolidation ofpower in his own hands and increasingly repressive policies are an attempt tomaintain order amid slowing economic growth, with a middle class grown restiveand impatient for continuing prosperity.

That may be true. But thebottom line, whatever the underlying causes, is that there is no comfortable moralequivalency here for Canada. Chinese vessels, often ledby a vanguard of fishing boats, are upending thelong-established international order, from which Canada significantly benefits. Beijing is pressing its immediate neighbours.It is not being pressed by them.
