Theresa May’s chief of staff hastriggered a civil war in Downing Street by telling Cabinet Ministers that asecond EU referendum is the only way to break the Brexitdeadlock.
Gavin Barwell, the PrimeMinister’s most powerful and influential adviser, is understood to have decidedthat plans should be drawn up for another public poll. But his incendiarysuggestion has been greeted with fury from Brexiteers in the Cabinet.
Meanwhile, The Mail onSunday can reveal that Mrs May’s deputy, David Lidington has held a series ofsecret meetings with Labour MPs to build a ‘coalition of the willing’ to forcea new EU vote.

Yesterday, the PrimeMinister tried to distract attention from the splits in her Government bylaunching a blistering attack on Tony Blair, accusing him of undermining hernegotiations by encouraging Brussels to think that the UK will opt for a secondreferendum if her deal falls. Mrs May said: ‘There are too many people who wantto subvert the process for their own political interests rather than acting inthe national interest. For Tony Blair to go to Brussels and seek to undermineour negotiations by advocating for a second referendum is an insult to theoffice he once held and the people he once served.
‘We cannot, as he would, abdicate responsibility for this decision. Parliament has a democratic duty todeliver what the British people voted for. I remain determined to see thathappen. I will not let the British people down.’
No 10 is primed thisweekend for an attempt by Labour leader Jeremy Corbyn to try to capitalise onMrs May’s problems by calling a vote of no confidence in the Government beforeChristmas. If a majority of the 650 MPs of all parties in the Commons backedthe motion, it could lead to a General Election.
Aides’ nerves were notcalmed by a poll released last night giving Labour a three-point lead. ThePopulus poll put Labour on 40 per cent, the Conservatives on 37 per cent andthe Liberal Democrats on seven per cent. The pivot towards a possible secondreferendum will enrage the pro-Brexit backbenchers who led last week’s failedattempt to topple Mrs May.
The Prime Minister wasforced to pull the meaningful Commons vote on her Brexit deal after party whipstold her she was likely to lose by a large margin, prompting backbenchers, ledby Jacob Rees-Mogg’s hard-Brexit European Research Group (ERG), to force a voteof no confidence in her leadership of the Tory party. Mrs May won by 200 votesto 117.
The Prime Minister subsequentlyfailed to persuade the EU to offer a compromise on the notorious NorthernIreland ‘backstop’, leaving aides to conclude that she is unlikely to win theCommons round to her deal. That leaves just three realistic options: a softerNorway-style Brexit, a No Deal exit or a second referendum.
With large sections of theTory party adamantly opposed to Norway, and a majority of MPs set against NoDeal, The Mail on Sunday understands that Mr Barwell is considering the secondpublic poll.
Sources say that MrBarwell has told the pro-Remain ‘gang of five’ Cabinet Ministers – MrLidington, Chancellor Philip Hammond, Work and Pensions Secretary Amber Rudd,Justice Secretary David Gauke and Business Secretary Greg Clarke –that a secondvote is ‘the only way out of this’.
But the idea is beingfiercely opposed by pro-Brexit Cabinet ministers led by Home Secretary SajidJavid, Commons leader Andrea Leadsom and International Development SecretaryPenny Mordaunt, who argue that it would be greeted with fury – and possiblycivil disorder – by people who had voted for Brexit two years ago. And it putsMr Barwell at loggerheads with the Prime Minister, who told this newspaper lastweek that the 2016 referendum was the only ‘people’s vote’ required.
However, Mrs May’s politicalcapital has been damaged by the size of the vote against her on Wednesday. Onesenior source said: ‘The PM is just a hostage of the Cabinet and her feudingaides’.
Ms Rudd hinted heavilyabout her support for a second referendum yesterday when she said that MPsacross the parties should try to ‘forge a consensus’ over Brexit.
She said: ‘We need to finda plan that a majority in Parliament can support. We need to try somethingdifferent. Something that people do in the real world all the time, but whichseems so alien in our political culture – to engage with others and be willingto forge a consensus’.
Cabinet Office Minister MrLidington has led the secret efforts to drum up support for a second poll bymeeting senior Labour figures such as former Europe Minister Chris Bryant.Other ‘back channels’ have been established between Tory former EducationSecretary Nicky Morgan and Labour’s Yvette Cooper and between Tory Anna Soubryand Labour leadership hopeful Chuka Ummuna.
But the discussions haverevealed bitter differences over the wording of any referendum question, withNo 10 indicating that it should be between Mrs May’s deal or No Deal. LabourMPs have made clear that the price of their support would be including Remainas an option.
Downing Street has beenwarned that some members of the ERG would be prepared to vote with JeremyCorbyn in a Commons confidence motion, or abstain, rather than allow a secondreferendum
Last night, former Toryleader Iain Duncan Smith described Mr Lidington’s manoeuvring as ‘uttermadness’.
He told The Mail onSunday: ‘I don’t believe he has ever accepted we will leave. Doing deals with aLabour Party run by Jeremy Corbyn is literally madness, utter madness. All thepolling says if there is a second referendum we will plunge at the nextElection. We will not be re-elected if we do not deliver Brexit.’
Mr Duncan Smith said MrLidington’s actions encouraged the EU to play hardball in negotiations in theexpectation that MPs would call a second referendum rather than risk No Deal.
‘They are making it veryhard for the PM to negotiate,’ he said. ‘The EU just don’t believe we arewilling to walk away.’
Meanwhile, Brexitsupporting Cabinet Ministers such as Ms Leadsom and Ms Mordaunt are pushing fora ‘managed No Deal’ option. It would involve the UK paying up to £20 billionfor a ‘standstill’ two years in which Britain would mirror all EU rules toallow both sides to prepare for a hard exit.
Mrs May’s allies accuse MrRees-Mogg’s ERG of making a second referendum more likely by sabotaging theWithdrawal Agreement.
One Brexiteer Ministerdescribed the anger in Government over the abortive coup: ‘They like to presentthem as Jesuitical true believers, but they are more like jihadists’.
The Populus poll, carriedout for Best for Britain, a pro referendum group, found that while 74 per centof Labour voters support a second referendum, a majority of Tory voters, 51 percent, are against.
Theresa May won plauditsover her confrontation with EU President Jean-Claude Juncker last week, butprivately she is also seething with French leader Emmanuel Macron and Ireland’sLeo Varadkar.
Mrs May holds the FrenchPresident personally responsible for ‘trashing’ her Brexit deal after hethreatened to use the controversial Northern Irish backstop to extractconcessions from Britain over fishing.
His comments sparkeduproar among MPs and were in direct contrast to the agreed ‘script’ to help MrsMay sell the Withdrawal Agreement to the Commons. No 10 believe that meant they‘lost control of the narrative’, turning MPs against the deal. Aides have toldParis of their outrage.
May and Macron had afrosty private meeting on Friday morning in Brussels, just before a visiblyfurious Mrs May confronted Mr Juncker.
Relations with MrVaradkar are also cold, with sources claiming Mrs May ‘loathes’ the IrishTaoiseach. The PM is said to have ‘outsourced’ communication with Dublin to herNo 2, David Lidington, because the relationship is so chilly.

Itwon't be just the Cabinet at war if they offer a second referendum, the wholecountry would be at each other's throats. It's bad enough now, without our socalled politicians making it worse ! The words "right honourable"need to be taken away from those who seek to undermine our democracy.

We arestronger and smarter than them and we need to show them we will turn out inforce: think 25 million votes for LEAVE following two years of EU arrogance andcupidity and May's disingenuous assertions. Flood their in boxes: write, phone, email. Don't be silent, TELL THEM. BE RESOLUTE. I for one will memorize thenames of the 200 and do research; I will not give them any money political orBUSINESS. I will NOT support representatives in any way who do not support myideals, regardless of their party. Party politics is dead and individualresponsibility is now in vogue. Don't be silent, tell them what you think oftheir actions. They need to know how their actions will affect their 'career'political standing with the VOTERS and how their business can suffer from theiractions. Speak now or forever hold your peace. Don't be silent, be resolute inthe face of DISAPPOINTMENT.

Asecond referendum is a clear sign to 17.4 million people that your vote hasbeen ignored and democracy has ceased to exist. The consequences areunthinkable.

If the vote isnot honoured then it becomes clear that we no longer live in a democracy. Oncethat realization sets in amongst the population there might very well be some, quite rightly, angry people out there.
