TOKYO —The Diet early Thursday enacted a law on “integrated resorts” that is the first major hurdle in allowing casinos to set up shop in the wealthy nation.

东京——日本国会周四早些时候颁发了一项有关“综合度假区”的法律，从而为在这个富裕国家建立赌场扫除了一个主要障碍。

The upper house of the Diet approved the bill on Wednesday after it was pushed through the lower house last week. Prime Minister Shinzo Abe has sought passage of the long-delayed legislation for years, over the objections of many in his own ruling Liberal Democratic Party.

该法案上周通过下议院后，又于周三通过了上议院。安倍多年来都致力于通过这个拖延已久的法案，他所在的自民党内有很多人都表示反对。

The bill was amended in the upper house, so it was returned to the lower house for final approval early Thursday morning. Given the ruling party’s majority and support from some other parties, it passed.

这个法案在上议院进行了修改，所以周四早些时候回到下议院进行最终的批复。由于执政党占多数以及其他某些党派的支持，最终获得通过。

Supporters of the casino legislation say it would enhance Japan’s allure as a tourism destination and draw in wealthier travelers. Opponents object to an expansion of legalized gambling, saying it will fuel organized crime and compound gambling addiction. Surveys have shown a majority of Japanese oppose the plan.

这个赌场法律的支持者们称这可以加强日本作为旅游目的地的吸引力，吸引更富有的游客。反对者反对合法赌博的扩张，称这会刺激有组织犯罪并加重赌博成瘾。民调显示大部分日本人反对该计划。

Casinos are unlikely to start operating in Japan until 2021 or beyond, after the Tokyo 2020 Olympic Games. The new legislation would authorize the drafting of regulations for details such as the number and location of casinos, entry restrictions for Japanese and tax rates, which are expected to take up to a year to gain approval.

日本赌场要在2021年或者之后才可能开张，也就是说要在2020年东京奥运会之后。这项新的法律将授权一系列细节规定的起草，比如赌场的数量和位置，日本人进入的限制条件和税率，预计需要一年才能获得批准。

Which means that potentially just about the entire island of Okinawa could become a casino.
No thank you! I hope that it comes up to a vote locally, I will vocally oppose the issue!

It is sad this island nation is now just going to become one long Las Vegas strip.
As if the love hotels along every road and highway wasn't an eyesore already, now there will be glittering Golden Nugget at every off ramp.
Japan isn't as wide and vast as the US to hide their casinos in tucked away spots, and I mean...
"Billionaire U.S. casino moguls such as Sheldon Adelson, head of Las Vegas Sands Corp, and Steve Wynn of Wynn Resorts, or their representatives have often visited Japan to lobby for legalization."
Doesn't the above scare you already enough to fight this legislation?

日本公路以及高速公路旁边的那些情侣酒店已经够难看了，现在每个出口匝道将出现亮晶晶的金块赌场。日本没有美国那么宽敞，所以无法将赌场隐藏起来，我的意思是。。。

I don,t see Japan has wealthy. It has very wealthy citizens and a huge population of the working poor. So this will bring wealthy people to spend along with their elite habits of undermining community morals which never effect their own little worlds. Really the high end driver of the Casino industrial has been the Chinese for the late 2 decades. China has been cracking down on their wealthy population of laudrying profits through international Casinos. I really think Casinos industrial are dying. Online betting is taking a big percentage of the high end market and is growing fast.

我不觉得日本有多富有。日本有富有的公民，还有大量贫穷的工人阶级。所以这只会让那些富人在花钱的同时败坏社会道德，而这永远无法影响到他们自己那小小的世界。近20年来，赌场行业的高端推动者主要是中国人。现在中国一直在镇压自己的富人通过国际赌场进行洗钱的做法。我真的认为赌场行业正在消亡。网络赌博正占领着一大块的高端市场，而且增长迅速。

Dunno if it will 'enhance' J's profile tbh. It will certainly diversify Japan's tourism product and attract a different crowd, possibly wealthier, but it also imo cheapens its image and to some extent Japan's cultural identity and uniqueness.
Macau's old city is actually very pretty and imo would attract more (and very different) tourists if the city was not all about gambling in most ppl's mind. Very much a double edged sword.

老实说不确定能否提高日本的形象。确实可以多样化日本的旅游产品并吸引来不同的群体，富有的群体，但是在我看来这也会削弱日本的形象，在某种程度上还会削弱日本的文化认同和独特性。
澳门老城确实相当漂亮，如果澳门给人的印象不是一个完全的赌城的话，那么我觉得可以吸引来更多的游客。所以这是一把双刃剑。0

There are illegal casinos all over the country, and even more loop-holed ones (horse racing, pachinko, etc.). Prohibition no worky. I applaud these guys for taking the first steps in getting Japan to somewhere around the 80's. Now, if we can just sort out those womens' rights...

日本全国都有非法赌场，甚至有更多钻法律漏洞的赌场，比如赛马，弹球盘等等。禁止是没用的。我赞赏这些人跨出了将日本带回到80年代的第一步。现在，要是能着手解决女性权利问题就好了。
