For decades China harshly enforced its one-child policy through forced abortions and hefty fines. Now the government in one Chinese city is seeking to exert control over another segment of the population limiting households to one dog each.

The eastern city of Qingdao a coastal beach town renowned as the home of Tsingtao beer also banned 40 “ferocious” dog breeds for residents living the the downtown districts. Some of the restricted breeds include Tibetan mastiffs akitas and German shepherds.

青岛,中国东部海滨城市,因青岛啤酒而出名。青岛政府出台政策,禁止市区居民饲养40中大型犬,其中包括藏獒、秋田犬和德国牧羊犬。

The rules were spurred by “more and more people raising dogs which has led to some dogs disturbing residents and even cases of them injuring people” anunnamed official told local media.

Dog ownership in China has skyrocketed in recent years as the country’s growing middle class prioritizes quality of life over saving at all costs. The vast majority of pet owners are under the age of 45 and there were 100m pets in China in 2015 with 62% of them dogs followed by cats at 19%.

This is a real news in Qingdao a coastal city in Shandong province of China. 
But trust me it will not be carried out seriously since it is almost impossible to be executed. The government can't even catch those people violating traffic lights. Local governments in China has far more important matters to deal with.
Also the policy is passed by the local council whose rules does not have that significant meaning as those "red title" policies passed by local Party Committee(in Chinese these effective policies is written with the title colored red). Can be some boring play by bored almost-retire bureaucrats in the local council to show their care on city hygiene issues brought by irresponsible pat owners.

这是中国山东省的滨海城市青岛的真实新闻。
但是相信我,这个政策是不会施行的,因为几乎不可能被很好的执行下去。政府连闯红灯的行人都抓不住,他们有跟重要的事情去处理。
而且这是当地市政府出台的文件,在重要性上完全不及当地党委出台的红头文件(在中文里,有效的政策一般都以红头文件的形式下发)。这可能就是一些当地政府将近退休的官僚们为了体现他们在毫无责任感的宠物拥有者带来的城市卫生事件上表达关心态度的一种作秀。
