ISLAMABAD:  China is reportedly upset over the slow progress made in awarding the $2-billion commercial contract that includes laying a gas pipeline and setting up a LNG terminal in Gwadar.

伊斯兰堡：据报道，中国对签订20亿美元商业合同的缓慢进展感到烦心，此合同包括在瓜达尔港铺设天然气管道和建立一个液化天然气终端。

A senior government official said that while a Chinese firm had submitted the commercial bid for the contract, it had not been opened yet. Even after several months, no decision has been taken on the contract, much to the dismay of the Chinese side.

The LNG Gwadar pipeline project was planned as an alternative solution to the Iran-Pakistan (IP) gas pipeline project, which has not moved ahead due to sanctions against Tehran. The Gwadar project was also conceived to meet an obligation regarding the IP gas pipeline project.

The official said that the Chinese side had asked Pakistan to apply for the loan, but this process has been delayed as the government wanted to have the PC-1 approved from the Planning Commission.

The slow progress apparently stems from one minister in the government who is reluctant to release funds. Under the proposed structure of the project, the Chinese side is to provide 85% financing under the government-to-government deal to implement the LNG Gwadar terminal and pipeline project. The finance ministry, however, is reluctant to release the remaining amount.

这一缓慢进展显然是被政府内一不愿释放资金的某部长阻碍了。根据这一项目的协议框架，为了实施液化天然气瓜达尔终端和管线工程，中方将为此笔政府间贸易提供85%资金。然而财政部还是不愿出资剩余数额。

The Chinese don’t realize that Gwadar has been touted as the next big thing for the last 50 years. Singapore tried to make something of it and left empty handed after pumping millions into it. Unless the region’s problems are addressed, nothing will change. brute force is not the answer to anything.

How can funds of the federal government be consumed by “projects like the Metro bus” which are being financed from provincial resources?

You wish ! Apart from a smattering of metro-projects in the Punjab, things look really dire for the country. Very high rate of unemployment in the younger brackets in an overly populated, water and energy starved country, just to mention a few of the ills troubling Pakistan.

It’s good news. After lifting of sanctions on Iran, work on IPI will start soon, we may not need this LNG project via Gwadar. Pakistan is an independent country and not a pushover, even for the Chinese, and they understandably respect our procedures and due diligence in awarding contracts and financial arrangements of projects.

这是个好消息。取消对伊朗的制裁之后，IPI（伊朗-巴基斯坦-印度）项目可以立马开工，我们可能不再需要经过瓜达尔的液态天然气项目了。巴基斯坦是个独立的国家，不是个软弱的国家—即便对中国人而言，而关于此项目的合同签订和财政安排，中方也会理解尊重我们的程序步骤和尽职调查。

How can you say that when you don’t even live here and the only source of information about Pakistan is usually ET (Which has proven to be very ineffectual in representing Pakistan due to it’s high number of Indian readers and writers) or your own media, propaganda-laced is one of the softer words which can describe it. On the inside, the truth is that Pakistan can fair well and has been doing so. Yes we may be economically unstable but we are stable enough to keep existing since 1947, much to your dismay, and even weather such hateful comments as multiple sources claiming Pakistan a ‘failed state’ (what defines a failed state?). So, to recap, what you see here and on your media is definitely not Pakistan. I can make that comment because I have seen Pakistan and I know how different it is from it’s media portrayed.

Pakistani’s you are a “nuclear power” and you do not have spare cash to build a port. You have to choose between a Metro-”bus” or the port. This should be a reality check for you.

巴基斯坦虽然是一个核武国家，但也没闲钱去建一个港口。你需要在地铁公交和港口之间二选一，这是一个现实的考量。

You just assume that my only source of information is ET or the Indian media. That’s not true. I frequently watch all kinds of Pakistani talk shows on YouTube. Shows like Off The Record, Khara Sach, Seedhi Baat, Baybaak, Hum Sab and many more. It’s more than a comprehensive understanding of your country. And let me tell you. It’s not in a good shape. You can say whatever you want to satisfy your own fantasies but you cannot deny the facts.

and now “Orange Line” too is ready to eat CPEC funds up to $2.25Bn (almost 5% of CPEC’s committed budget). We still need to figure how an ostentatious elevated 27.4KM Raiwind to GT-Road orange line track would add to convene Kashgar and Gwadar. Or address economic issues of underprivileged Pakistan and China (as CPEC pretends to address).

现在“橙线” （应该是地铁项目吧）也要吃掉CPEC22.5亿美元的资金了（几乎相当于CPEC承诺预算的5%）。我们还得算出从Raiwind到 GT-Road的27.4公里豪华高架橙线铁路需要追加多少钱，以便连接瓜达尔和喀什。或者去着手处理中巴两国的底层贫困问题（就像中巴经济走廊（CPEC）假装要解决的那样）。

The Iran-Pakistan pipeline project should be expedited and Gwadar LNG terminal and pipeline canceled on grounds of feasibility and economics. Of course China will be angry because Chinese companies will not be able to profit if Iranian Gas comes through. What Pakistan needs and wants is more important than what others want to happen.

伊-巴管线工程应该加速推进，而瓜达尔液化天然气终端和管线工程出于可行性和经济原因，应该取消。当然，中国会很生气，因为伊朗天然气公司的恢复将使得中国公司没钱可赚。但是巴基斯坦需要和想要的比其他人想要的更加重要。

Pakistan is in much better shape than its eastern neighbor wants it to be. But India is facing some huge problems, many of which it has no plans to address. Your govt sources say nearly 35 of India faces serious water storage, open defecation is a major issue, clean drinking water is available toa select few, religious extremism, recent riots in Gujarat, Kashmir, trouble in JNU, NIA, targeting of Muslims, Christians, Dalits, Naxals.. and on top of it, India has problems with all its neighbors, most of which it is tying to destabilize.
Please worry about your own country. The negativity won’t take you out of trouble.

This clearly shows that the priorities are not align as it should be. I am afraid that PMLN incompetence may ruin this CPEC project. Possible solution could be prepare a roadmap will clearly defined milestones with zero tolerance on any kind of delay (financial or decisional) and all this should be under a highly powerful committee with direct access to PM and Ministries. Dedication and commitment with follow-up is highly required to make it successful.

PM has to have thick skin and be bold. There are occasions the when pace is to be increased and tough decisions made on priority.
PPP had earlier ruined Pakistan’s relations with GCC and now PPP+ PTI will destroy investments and trigger capital flight.
Oh politicians of Pakistan understand the games being played against the country and development.

PM and PML_N may have 2018 as target . But the investors and development institutions have timelines and road maps to follow.
Sit-ins or no Sit-ins , PML-N who had won elections on development agenda must aggressively follow projects and meet deadlines. Its detractors , both domestic and foriegn , will continue to create hurdles and undermine development process.
It must be clear if PML-N is not able to deliver on its election promises, it should vacate the seat and call for new elections.
Failure is no option for the country and the ruling party.

总理和穆斯林联盟可能以2018为目标。但投资者和发展机构有自己的时间表和路线图。
