NEW YORK - Newly elected Okinawa Gov DennyTamaki said Sunday opposing the Japanese government's plan to relocate a keyU.S. military base within the southwestern prefecture is the will of localresidents.

In a speech at New York University, he saidhe was elected as governor in September on a platform of blocking the plan butthat the Japanese government "is forcing the relocation" against thewill of Okinawa's people.

Tamaki is in New York on his first tour ofthe United States since becoming governor. He is scheduled to meet governmentofficials and lawmakers in his campaign against the transfer of the U.S. MarineCorps Air Station Futenma within Okinawa, where the bulk of U.S. militaryfacilities in Japan are located.

In the speech, he also called for action byU.S. citizens to join efforts to ease the burden of the prefecture in hostingthe U.S. military bases.

"I would like U.S. citizens, as wellas Japanese citizens (outside Okinawa) to think about solutions and acttogether with us," the governor said before an audience of more than 100people.

Tamaki has been urging the centralgovernment to move the Futenma base outside Okinawa. Tokyo and Washington haveagreed to move it to the coastal area of Henoko in Nago from a denselypopulated residential area in Ginowan.

His U.S. tour comes amid growing tensionsbetween Okinawa and the Japanese central government following a decision latelast month by the land minister to override Okinawa's withdrawal of approvalfor landfill work to build a replacement facility off Nago.

The central government resumed the workearlier this month, based on the minister's decision that cited concerns thatOkinawa's revocation of approval would hurt the Japan-U.S. relationship.

Okinawa is considering requesting a reviewof the minister's decision by a third-party panel for resolving conflictsbetween the national and local governments, while also preparing to hold a prefecturalreferendum next year on the relocation plan.

"There is quite strong interest in theprefectural referendum among Okinawa people," Tamaki said, adding that theresults will have a significant impact on the fate of the base transfer.
