BEIJING — Beijing will reject any ruling by an internationaltribunal in a contentious case brought by the Philippinesover the South China Sea, the foreign ministrysaid, as tensions mount over the disputed waters.

北京——中国外交部表示，鉴于该存在争议的水域局势紧张加剧，关于菲律宾提起的中国南海仲裁案，中国政府不接受国际法庭的任何裁决。

The United Nations-backed Permanent Court ofArbitration (PCA) said Wednesday it will rule on July 12 in a closely watchedcase challenging China’sclaims to much of the strategic waterway.

星期三，受美国支持的海牙常设仲裁法庭（PCA）表示，七月十二日，将对该备受关注的案件——挑战中国南海战略性水道主张，作出裁决。

Beijing hasconsistently rejected the tribunal’s right to hear the case and has taken nopart in the proceedings, mounting a diplomatic and propaganda drive to try toundermine its authority.

北京一贯否绝仲裁法庭有权受理此案，并拒绝参与本案审理，同时，北京加强外交及宣传力度，以破坏该法庭权威。

“With regard to territorial issues and maritimedelimitation disputes, China does not accept any means of third party disputesettlement or any solution imposed on China,” foreign ministry spokesman HongLei said in a statement on its website.

中国外交部发言人洪磊在官方网站上的一份声明中表示，“关于领土争端及海洋画界争议的问题，中国不会接受第三方的任何纠纷解决方法，也不会接受任何强加给中国的解决方案”

The tribunal was “established on the basis ofillegal conduct and claims of the Philippines” and “has nojurisdiction over the relevant matters,” he said.

他说，“应菲律宾单方面仲裁要求，仲裁法庭是建立在违法行为基础之上的，所以对此案相关事宜没有管辖权”

At a regular briefing on Thursday he added thatby bringing the case to the arbitration court, the Philippines“disregards China’schoice to resolving disputes in ways of its own choosing.”

在星期二的例行记者会上，他补充道，菲律宾将此案上诉到仲裁法庭，“没有尊重中国自行解决争端问题的选择权”。

The Philippinesinsisted both it and Chinawere required to follow the tribunal’s ruling.

菲律宾坚持主张，菲律宾和中国都应遵守仲裁法庭的判决。

“Despite its non-appearance, China is and remains a party to the arbitrationand is bound under international law by an award rendered by the tribunal,” Manila’s foreign ministrysaid in a statement.

马尼拉外交部在声明中说，“尽管中国没有出庭，但中国属于而且一直是仲裁法庭的一方，有责任履行国际法规定的义务，应当接受仲裁法庭的依法判决”

“The Philippinesbelieves that the rule of law prescribes a just and peaceful means of resolvingdifferences, which is why the Philippineswill fully respect the tribunal’s award.”

“菲律宾人民相信，此次法律判决确定了解决两国分歧的方案，该方案公正且平，这也是为什么菲律宾将充分尊重仲裁法庭判决的原因。”

Manilalodged the suit against Beijingin early 2013, saying that after 17 years of negotiations it had exhausted allpolitical and diplomatic avenues to settle the dispute.
