ISLAMABAD: The federal government has askedthe Supreme Court to reconsider a ban on hunting houbara bustard by foreigndignitaries, saying the restriction was adversely affecting the country’salready-weakened relations with the Gulf states in the wake of turmoil in theregion.

伊斯兰堡：联邦政府要求最高法院对禁止外国政要狩猎翎颌鸨的限制进行重新考虑，政府称在该地区动荡后这项限制让巴基斯坦与海湾国家之间业已脆弱的外交关系产生了不利的影响。

“The petition involved a question offundamental importance having direct bearing upon foreign relations of thefederation with the Gulf states,” the Ministry of Foreign Affairs pleaded in apetition seeking a review of the Aug 19 verdict.

“这个请愿涉及到一个非常重要的问题，这个问题对巴基斯坦与海湾国家之间的关系产生了直接影响，”外交部在要求重新审视8月19号裁定的请愿书中如此说道。

A three-judge Supreme Court bench, headedby then Chief Justice Jawwad S Khawaja, had ordered the federal and provincialgovernments not to grant licences or permits to hunt the endangered bird in thefuture.

由三名法官组成的最高法院小组之前下令禁止联邦和地方政府在未来颁发狩猎这种濒危鸟类的许可证。

But the federal government argued that thematter concerned the country’s external affairs, matters the superior courtsusually avoided interfering with.

但是联邦政府辩称这个事情关系到国家的外交事务，而一般来说高等法院是不介入这些事务的。

The review petition pleaded that falconryis a significant feature of Pakistan’s relations with Middle Eastern countries.Falconry is not merely a sport for Arabs, but also one of their most cherishedcustoms and recognised as a cultural heritage by Unesco.

这份请愿书辩称放鹰捕猎是巴基斯坦与中东国家关系的重要特征。放鹰捕猎对于阿拉伯人来说不仅仅是一项运动，而且还是他们最珍视的传统之一，而且被联合国教科文组织承认为文化遗产。

If the matter is so important,the SC mayallow with some conditions,like placing a limit bar on hunting.

如果这个事情这么重要，那么最高法院可以在某种条件下进行适当的放宽，比如设置个限制栏杆什么的。

Houbara Bustard birds are"threatened" species, close to being extinct. What will be the statusof the foreign relations with the Gulf countries once these bird's are"EXTINCT"?. Just curious!!.

Court should allow govt. lift restrictions.Hunting is sports internationally and even in USA hunting is allowed. Govt hasgiven explanation and for our foreign diplomacy hunting , specially Arabfriends be granted. They help us in every way. Can we not do this little favor.All people of Pakistan are more important than "migratory birds".People should start getting rational. Emotions for silly birds be tempered andlet us reciprocate brotherly attitude. Let us not forget when they hunt theyspread money for poor people.

法院应该允许政府取消限制。狩猎是一种国际性的运动，即使在美国狩猎也是允许的。政府已经给出了解释，为了我们的外交关系，尤其应该让这些阿拉伯朋友来这里狩猎。他们在各个层面上帮助我们。难道我们就不能做出一点报答吗？巴基斯坦人民比这些候鸟来的重要。人们应该理性点。不应该为了这些愚蠢的鸟儿而过于激动，我们应该作出报答。不要忘了，他们在狩猎时还会给穷人发钱。

I happened to be in Delhi in 1976 when theRajasthan High Court declared the hunting of the houbara bustard illegal. TheIndian government despatched a deputy secretary from the ministry of externalaffairs to Rajasthan to inform the Saudi prince, against whose activities thecase had been brought, of the court's decision and to request him to ceasehunting immediately. India's relations with the countries of the Arabianpeninsula do not seem to have suffered as result. Perhaps the latter respectstates that treat them as equals rather than pander to their whims.

1976年印度拉贾斯坦邦高等法院宣布狩猎翎颌鸨非法时，我当时刚好在德里。印度政府派遣外交部副部长前往拉贾斯坦邦以告知沙特王子，要求他马上停止狩猎。结果，印度与阿拉伯半岛国家的关系并没有因此受到影响。或者后者尊重那些视他们为平等国家而不是迎合他们的虚妄的国家吧。
