Madrid has ordered half of most private cars off the roads on Thursday to tackle worsening air pollution a first in Spain.

The restrictions will operate between 6.30am and 9pm and will be re-uated daily depending on pollution levels. The city council said in a statement: “vehicles with even-number registration plates will be allowed to drive around on even-number days and cars with odd-number registration plates on odd-number days”.

As somebody who lived in Madrid for 5 years recently and developed asthma there yes they DO have a problem and YES this regulation is useful. And NO nobody except a few percentage of drivers will be dumb enough to buy a 2nd car (you can't get 2nd plates easily in Spain) just for the very few days this anti-pollution measure is activated.
For those underqualified in reading comprehension there are lots of exceptions like cars carrying more than one person (VAO Vehiculos de Alta Ocupacion) taxis hybrid vehicles etc...apart from the obvious public transport wich in Madrid is top class (you know not yet privatised).
But sooner than later people will have to assume that diesel in the first place must go.

Just a correction: For pollution regulations VAO (high occupancy vehicles) are considered those carrying 3 or more people.

Since most of the diesel users are commercial vehicles for whom the greenies can offer no reasonable substitute one might come to the conclusion that this whole razz-ma-tazz on a dull news day is nothing other than gesture politics. 
I love the thought that during a time when Brexit poses some significant challenges the shrieking greenies think it's appropriate to play about with how people particularly Londoners get to work and thus London's viability house prices and so on. 
We should have another fatuous referendum the question being: Should England go back to the Stone Age?

Counter-intuitively cyclists suffer less. Just because they are breathing more they clear their lungs more effectively than motorists sitting in the same fug but inactive and breathing shallowly.

This is a problem that has been building up for years. Thousands of people die every year due to respiratory infections caused by pollution in our cities. At least the present city council has the guts to start to deal with the situation. "...the conservative Popular party (PP) ... ruled Madrid for nearly a quarter of a century and governs at the national level" The PP has done nothing for fear of upsetting voters.

Here in Hong Kong we now have a tonne of new electric vehicle Incentives and currently tesla is dominating with the Model S. You'll see around 4 on every street. Hopefully the new generation of 300+ mile electric vehicles will begin to solve this problem in Europe. But the governments really need to invest in electric charging locations throughout the cities in order for people to adopt them properly. Hybrids are only half the solution but the electrification of the entire fleet of city vehicles removes all emissions from The cities

And more pedestrian zones please. The mayor wants to ban cars from the Gran Via which would be a joy to behold. Quite apart from the pollution the pavements just can′t contain the masses of people particularly around Christmas. The top end of Via Fuencarral is opened up for people on Sundays and it is bliss to stroll down there and see kids on their bicycles skateboards and roller-skates. More visionary leadership is required - perhaps a new era of re-imagining the city to rival that of Carlos III. Bring it on!
