Tensions with China have pushed Asian nationsincluding India and Japan to boost military spending, according to a globalarms spending report.

根据全球军火支出报告显示,由于与中国的紧张关系,导致一些亚洲国家包括印度、日本不断加码其军费开销。

india’s defencespending rose by 5.5 per cent to US$63.9 billion in 2017, overtaking that ofFrance as it became one of the world’s top five military spenders, the StockholmInternational Peace Research Institute (SIPRI) said in a report released onWednesday.

斯德哥尔摩国际和平研究院周三在一份报告中指出:2017年,印度的军费支出增长了5.5%,达到了639亿美元,一举超过法国,成为世界第五大军费开支国。

The United States,China, Saudi Arabia and Russia were the leading four last year in militaryspending.

美国、中国、沙特与俄罗斯是军费开支的前四名。

“The Indian governmentplans to expand, modernise and enhance the operational capability of its armedforces, motivated at least partially by tensions with China and Pakistan,” thereport read.

Siemon Wezeman, asenior researcher for the SIPRI, said: “Tensions between China and many of itsneighbours continue to drive the growth in military spending in Asia.”
The list of the world’sbiggest military spenders has remained largely consistent in recent years,dominated by the US and China, which spent US$610 billion and US$228 billionlast year respectively, according to the SIPRI.

China’s militaryspending was 3.6 times that of India, which was the region’s second-largestspender.

中国的军费开支是印度的3.6倍,而后者是区域内第二大军费开支国。

As it goes ahead with amodernisation drive for the People’s Liberation Army, China has pledged toraise its military spending by 8.1 per cent this year, after its 2017 totalshowed an increase of 5.6 per cent compared with 2016.

That increase was its slowest since 2010, but China’s share of worldwide military expenditure rose to 13 per cent in 2017 from 5.8 per cent in 2008, according to the institute.

China and India wereengaged in a 72-day military stand-off at their shared Doklam border in theHimalayan region last year, the closest the two countries have come to militaryconfrontation in half a century.

Despite the thawing ofSino-India tensions following meetings between Chinese President Xi Jinping andIndian Prime Minister Narendra Modi in September and last weekend in China,satellite images released by US geopolitical intelligence company Stratfor inJanuary revealed that both countries have been actively bolstering theirmilitary presence near the border.

Shashank Joshi, asenior research fellow at the London-based Royal United Services Institute,said India faced a big challenge in modernising its forces.

Adam Ni, a researcheron China’s foreign and security policy at the Australian National University,said India’s military spending increase was not big enough for it to catch upwith China.

He added that China’sdefence spending was a “massive underestimate” of what is actually spent ondefence, especially on research and development.

“India is doing what itcan to improve its military to affect Beijing’s strategic calculus in favour ofIndia. That is, to be able to impose more cost on Beijing in case ofcompetition or conflict,” he said.

Worldwide militaryspending rose marginally last year to US$1.73 trillion, or roughly 2.2 per centof global gross domestic product, the SIPRI said.

Although the reportsaid Japan remained in eighth place for military spending, its defence outlaysfor the year starting April 1 were due to rise for a sixth straight year, goingup by 1.3 per cent to 5.19 trillion yen (US$45.76 billion), according to abudget breakdown published by its government last month.

The Indian-China border dispute might bedeliberately planted by the imperialist Britain. By stealing land from China toexpand its colonial holding in South Asia, the British probably knew full wellthat once the colony became independent, India would and did inherit the extendedboundary (McMahon Line) as its Line of Actual Control (LAC).
