ISLAMABAD: As a verbal duel between Pakistan and India heats up in the backdrop of escalation of violence in the disputed region of Kashmir, Islamabad on Tuesday renewed its proposal for a bilateral agreement for a moratorium on testing of nuclear devices.

伊斯兰堡：在克什米尔争议地区的冲突升级让印巴两国的口水战愈演愈烈之际，巴基斯坦周二重新提议两国签订双边协议以停止核试验。

The bilateral arrangement will send a positive signal to the members of the Nuclear Suppliers Group (NSG), which are currently discussing non-proliferation commitments of non-NPT states in relation to the question of membership, Foreign Office spokesperson Nafees Zakria said in a statement.

巴基斯坦外交部发言人Nafees Zakria在一份声明中说道，双边协议将给核供应国集团成员发去积极信号，目前该集团成员正在谈论未加入《不扩散核武器条约》国家加入该条约所需作出的核不扩散承诺。

Pakistan and India both seek a membership of the NSG and have already voluntarily declared that they will not conduct more nuclear tests. But Zakria said the unilateral moratoriums declared by the two countries were legally non-binding and could be withdrawn unilaterally.

巴基斯坦和印度都寻求加入核供应国集团，并且双方都已经自愿宣布不会进行更多的核试验。但是Zakria称如果两国只是单边的宣布暂停核试验，那么在法律上是没有约束性的，而且可以单方面取消。

“A bilateral arrangement will be mutually binding and difficult to withdraw unilaterally,” he added.

他补充道：“只有签订双边协议才能互相约束，而且无法轻易的进行单方面取消。”

The spokesperson said that following the nuclear tests in 1998, Pakistan had offered India simultaneous adherence to the Comprehensive Test Ban Treaty (CTBT). The proposal did not elicit a favourable response from India, he regretted.

这位发言人称在1998年的核测试之后，巴基斯坦向印度提议共同遵守《全面禁止核试验条约》。但是这个提议并没有获得印度方面的积极响应，他遗憾的说道。

No thanks, India will not make any bilateral agreements with hostile countries & compromise on its security. As far as NSG is concerned, Pakistani leaders are delusional if they think their membership application to NSG has the same merits as India’s. Sooner or later, India will get NSG membership thanks to its growing economy & clout in the world. Pakistan will not get NSG membership in a hundred years, thanks to its nuclear proliferation record.

India has already done unilateral moratorium on nuclear test and don’t need any arrangement with any other country.
Further India’s credentials are impeccable in this regard

印度已经单方面停止了核试验，没必要和任何其他国家签订任何协议。
此外，印度在这方面的声誉是无懈可击的。

Really? For a moment I thought it was a joke. I think India will ignore this as a prank. Seriously speaking, there must be a dire shortage of people with even moderate IQ and minimal common sense in the Pakistani Foreign Office. They have no mental faculties such as “guessing, predicting and thinking a few moves ahead”. All that they believe in is shoot a mulish move and then scoot.

真的吗？我一度以为这是个笑话。我认为印度会把这个当作玩笑而忽视掉。严肃的说，巴基斯坦外交部官员的智商堪忧，没有常识。他们没有一点点的预见或者长远眼光。

Moratorium is between two equals, where there’s no comparison, moratorium does not exist. India no longer competes with Pakistan, it’s in a league of it’s own. Pakistan still has time to come out of India’s obsession and try to be self reliant with some self respect, else it will remain India’s poor once distant cousin.

暂停只存在于两个实力相当的对手之间，如果力量不相当，就没有暂停一说。印度已经不再与巴基斯坦竞争，自己自成一派。而巴基斯坦仍然还有时间走出印度这个心魔，以自尊的态度依靠自己，否则巴基斯坦永远都是印度的穷远房表亲。

It would be better if an agreement is reached on nuclear warhead production. Both the countries must stop production when they reach numbers according to their size and economy.

如果这个双边协议是关乎核弹头生产的话那更好。核弹头数量取决于各自国家的大小和经济规模，一旦达到相应数量就应该停止生产。

I think its a smart move by Pakistan. India will never agree to it and Pakistan could easily say to the world “Look we making efforts to halt this nuke race and remove tension in the region, but India didn’t want it”, WELL DONE PAKISTAN. Some really smart people in the Foreign Office.

我觉得这是巴基斯坦的聪明举动。印度是不可能同意的，所以巴基斯坦就可以对世界说“你看，我们作出努力停止核竞赛和消除地区紧张局势，可是印度不想要”，巴基斯坦干得好。外交部的某些人还是很聪明的。

Not possible,let Pakistan learn to take decisions independently irrespective of what India does or not.BTW i don’t think this will in any way improve its image as a responsible state to be considered for NSG instead Pakistan should take decisions independently sans what India does or not and unilaterally sign moratorium on nuclear testing including dismantling small Tactical Nuclear Weapons and don’t wait for India.

不可能，巴基斯坦应该独立自主的作出自己的决定，而不应该管印度有没有作出决定。顺便说一句，我觉得巴基斯坦这么做并不能提高自己作为负责任国家的形象从而被核供应国集团接纳，反之，巴基斯坦应该独立作出决定，不要去管印度会怎样，并单方面的停止核测试，包括拆除小型战术核武器，不要等待印度。

A master stroke by pakistan. Now if india agrees , pakistan’s case for NSG will get stronger and can win more members in favour AND if india refuse, china has a strong point against india.CHECKMATE india.
