On Monday Shanghai’s very own "pancake god" was told by city officials to shut up shop, this time possibly for good.

周一上海本地的“煎饼大神”被市政官员要求关门，这一次可能是永远关门大吉。

Wu Gencheng, the renowned owner of Ada Scallion Pancakes (阿大葱油饼), was ordered by the Huangpu District Market Supervision and Management Bureau to stop selling his famous scallion pancakes (葱油饼) because he lacked a business license. After 34 years of providing Shanghai residents with his legendary treats, some are questioning the reasoning behind the sudden suspension (no, he did not get a Michelin star).

吴根成，是着名的阿大葱油饼店主，被黄浦区市场监管局要求停止销售其着名的葱油饼，因为他没有营业执照。在给上海人提供了34年这种传奇小吃后，有些人质疑这个命令背后的真正原因（不，他并没有获得米其林星）。



The controversial decision is a product of complaints received in July by the district bureau overseeing food safety. 59-year-old Wu explained in an interview with Shanghai Daily that the complaints had been made by "jealous neighbors" about the "hygiene conditions" of his store. On July 21st, government investigators found that the complaints were not unfounded and that Wu was in conflict with hygiene and licensing regulations. This led to a two month suspension that was quickly renewed on Monday after a brief re-opening sparked fresh complaints.

之所以作出这个富有争议性的决定，是因为今年7月份黄浦区食品安全监管部门收到了人们的投诉。59岁的吴在接受上海日报采访时称“嫉妒的邻居”投诉他店铺的“卫生条件”。7月21号，政府调查人员发现这些投诉并非没有依据，吴违反了卫生和执照条例。这导致该店铺进行了两个月的停业整顿，在重新开业后又导致人们的投诉，所以才有了周一的再次停业。

Locally dubbed the "god of scallion pancakes," Wu has worked for 34 years to fine-tune the 10-step process for making the perfect 葱油饼 (Cōng yóubǐng).

Come on! He was not snitched by his neighbor, it is because he operate without a license for nearly 20 years, and the reason he could not get a license is because his store is located in the ground floor of an old residential apartment building. Official knew his store for years (so do not need his neighbors to report him to authority), and he was ordered to shut down his store before, but he simply ignored the order, but this time Shanghai city is pushing a policy to shut down those business that illegal operate in residential apartment building. And because he is on several TV shows included BBC recently and became rather famous, so official could no longer turn a blind eye on his business.
But he is very popular among Shanghai people, and the public opinion there is though you would need to uphold the law, but you ought to take care hard working people like him, and some deal may work out such as rent him a small storefront with a rent discount

得了吧，他并不是被邻居高发的，而是因为他无照经营了将近20年，之所以无法获得营业执照，是因为店铺位于一个老旧居民公寓楼的一层。政府官员早就知道这家店铺了，根本不需要邻居举报，之前就被要求停业了，但是他不在乎，但是这次上海政府开始推行一个政策，要求开在居民公寓楼的非法营业店铺关门。然后他上了好几次电视，最近还接受了BBC的采访，相当出名，所以官员不可能对他视而不见。
但是他很受上海人民欢迎，上海公众认为虽然必须遵守法律，但是也得照顾像他这样辛劳工作的人，比如可以以折扣的价格租个店面给他。
