【巴基斯坦黎明报】中国阻止印度争取联合国将默罕默德军头目列入黑名单 [巴基斯坦媒体]

China has blocked India's request to add the head of the Pakistan-based militant group Jaish-e-Mohammad (JeM) to a UN Security Council blacklist of groups linked to al Qaeda, India said on Friday.

据印度星期五宣称，中国拒绝了印度提出的将基地位于巴基斯坦的武装组织“默罕默德军”的头目列入安理会黑名单的议案。

India has accused JeM and its top leader, Maulana Masood Azhar, of masterminding several attacks, including a deadly assault on an Indian air base in January.

印度指控“默罕默德军”及其领导人，马苏德·阿兹哈尔，策划了数起袭击事件，其中包括了今年一月在一个印度的空军基地发生的致人死亡的突袭。

Pakistani security officials interrogated Azhar and his associates after the attack, and said they found no evidence linking him to it.

巴基斯坦安全官员在袭击发生后审讯了阿兹哈尔和他的团伙，宣称并没有发现任何他与此事有关联的证据。

JeM has already been blacklisted by the 15-nation Security Council, but not Azhar, an hardliner and long-time foe of India.

Foreign ministry spokesman Vikas Swarup said that India had requested that Azhar be added to the list nine months ago and had received strong backing from all other members of the council.

印度外交部发言人Vikas Swarup表示，印度九个月前就已经申请将阿兹哈尔列入黑名单，并且得到了安理会其他所有成员国强有力的支持。

But China, which put a hold on the move in April, had now blocked it, he said.

他说，但是中国，在四月的时候搁置了这个议案，现在又表示了拒绝。

“We had expected China would have been more understanding of the danger posed to all by terrorism,” he said in a statement.

他在一份声明中说：“我们期望中国能够对恐怖主义的危害性有更深的了解。”

Swarup added that the inability of the international community to take the step showed the “prence of double standards in the fight against terrorism.” China's foreign ministry did not immediately respond to a request for comment late on Friday evening.

Swarup补充道，国际社会的无能和无作为显示了“在对抗恐怖主义上存在普遍的双重标准”。中国外交部没有立刻对星期五晚间的这个评论做出回应。

India has long accused its neighbour and rival Pakistan of using Jaish-e-Mohammad as a proxy to mount attacks on Indian soil, including in the disputed Kashmir region, and earlier gave what it called “actionable intelligence” to Pakistan, including telephone intercepts.

Sad to see a lot of support to this ignominious Chinese move. It is high time we as sensible human beings realize that there is nothing called good terrorism. Even if people are supporting the same in the name of Kashmir's azaadi, terrorism serves vested interests only. It is a double edged sword, with no guarantee of the hunter not becoming the hunted in the times to come. US had faced this harsh reality in 2011. Moreover if these guys are being supported for the K-word, there are zillions of other methods to gain ones rights in a civilized world. Our achievement of independence through Satyagraha and non-violence is a testimony to the same. In such a scenario, I feel this is what is happening on ground -US/China gain as IND/PAK remain in their blocks respectively and hypocritical non-state actors like Hurriyat/JEM will continue to play their ugly game. Worse part is that IND/PAK stand to lose any chance of a synergizing partnership at least sometime in future.
