WASHINGTON: The US government has announcedsanctions against seven Pakistani entities allegedly associated with thecountry’s missile programme, says an official notification.

华盛顿：美国政府已正式宣布，对涉嫌参与巴基斯坦有关导弹计划的7个实体实施制裁。

The notification by the US Department ofCommerce said that the entities added to the Export Administration Regulations(EAR) list “have been determined by the US government to be acting contrary tothe national security or foreign policy interests of the United States”.

美国商务部的通知说，加入“出口管理条例”（EAR）清单的实体“已被美国政府确定为违反美国国家安全或外交政策利益”。

All seven have been placed on the entitylist under the destination of Pakistan. They are identified as:

巴基斯坦的七个实体清单，它们分别是：

(1) Ahad International Suite 5-6, 2ndFloor, Empress Tower, Empress Road, Lahore, and 2nd Floor, Nomro Centre, BadamiBagh, Lahore.

（1）阿哈德国际，拉合尔皇后大道皇后大厦2楼5-6室，拉合尔巴达米巴格Nomro中心2楼。

(2) Air Weapons Complex (AWC) AWC: E-5,Officers Colony, Wah Cantonment.

Pakistan has always denied any wrongdoingin connection with its nuclear or missile programme, and Dawn was unable toverify if the names and addresses given were correct or in any way linked tothe country’s missile programme.

巴基斯坦一直否认自己的任何核弹计划有不当行为，黎明报无法核实这些名称和地址是否和该国的导弹计划有什么关联。

According to the notification, the USgovernment determined that there was reasonable cause to believe, based onspecific and articulable facts, that these “government, parastatal, and privateentities in Pakistan are determined to be involved in activities that arecontrary to the national security and/or foreign policy of the United States”.

据悉，美国政府确信，基于特定的事实，这些“半官方和私人在巴基斯坦参与了违背美国国家安全和外交的活动“。

The conduct of these seven entities “raisessufficient concern that prior review of exports, re-exports or transfers(in-country) of items subject to the EAR involving these persons, and thepossible imposition of licence conditions or licence denials on shipments tothe persons, will enhance (the department’s) ability to prevent violations ofthe EAR”.

基于七个实体，“加强关注，对涉及这些人的EAR项目的出口，再出口或转让（国内）事先审查，可拒绝对其发放运输许可证，将加强（该部门）防止违反EAR”。

The placement on the list imposes a licencerequirement for all items subject to the EAR and a licence review policy ofpresumption of denial.

名单上地址的所有项目，都受EAR许可证审查政策以达到许可要求。

The licence requirements apply to anytransaction in which items are to be exported, re-exported, or transferred (in-country)to any of the entities or in which such entities act as purchaser, intermediateconsignee, ultimate consignee, or end-user.

许可证要求适用于哪些项目要出口，再出口或转移（国内）的任何实体或进行此类实体充当买方，中间收货人，最终收货人或最终用户的任何交易。

In addition, no licence exceptions areavailable for exports, re-exports, or transfers (in-country) to the persons beingadded to the entity list in this rule. The restrictions will also apply toacronym used by these entities to help exporters, re-exporters and transferors.

此外，有许可证的实体对列表里的实体出口，再出口或转移（国内）的人。这些限制也适用于使用这些实体出口商，再出口商和转让方。

The notification does not specify theviolations these entities are supposed to have committed and does not givedetails of the items they are supposed to have exported, imported orre-exported.

通知没有明确规定这些实体哪些信息是违规的，也没有提供应该出口，进口或再出口项目的详细信息。
