The European Union has adopted limits on the export ofinflatable boats to Libya in a bid to make it harder for smugglers to sendrefugees and migrants to Europe.

The decision on Monday by the foreign ministersof the 28 EU states is the latest step to stem the flow of people from Libya toItaly, now the main escape route to the bloc.

欧盟外交部长在周一宣布这一最新举措在于阻止移民人口从利比亚流入意大利，目前这是移民逃入欧洲的主要途径。

"We took a decision to introducerestrictions from today onwards on the export and supply to Libya of theinflatable boats and motors," EU foreign policy chief Federica Mogherinisaid.

欧盟对外政策负责人Federica Mogherini表示：“欧盟决定从今日起开始限制对利比亚的气垫船和发动机的供应”

"These devices are used by traffickers forsmuggling activities. This decision we have taken on the European Union levelwill help make their businesses and lives even more complicated," theformer Italian foreign minister told reporters.

前意大利外交部长告诉记者：“非法分子一直使用这些设备在走私活动上，欧盟这一决定将会打击到非法分子的非法活动，并让他们更加难以生存”

An EU statement said there will now be a legalbasis to block the supply of dinghies and outboard motors to Libya if there are"reasonable grounds" to suspect they will be used by people smugglersand human traffickers.

一位欧盟发言人表示，如果有合理的理由怀疑橡皮救生艇和舷外马达被用于人口走私或人口贩卖上，欧盟将有法律根据禁止向利比亚出售橡皮救生艇及舷外马达。

The restrictions will also apply to such goodsif they are transiting through the EU to Libya - a move which would in theory affectChina where many are manufactured.

这一禁令也禁止类似商品由欧盟往利比亚流通，同时这一举措理论上会影响到中国，因为大部分的这类商品都是中国制造

Fishermen and others who have legitimate reasonsto use the dinghies and motors will still be able to import them, the councilsaid.

In practice, EU countries could deny licenses toimport-export businesses suspected of supplying smugglers, according to EUsources.

The new rule does not cover Libya's neighbouringcountries, which remain a source of dinghies and outboard motors for smugglers.

In another bid to stop smuggling, the EU hasalso trained 113 Libyan coast guard members in the last few months and plans totrain another 75 starting in September, Mogherini told reporters.
